<br />72 <br /> <br />TUESDAY <br /> <br />JUNE 13, 1978 <br /> <br />Councilman Greene), which carried unanimously, viz., that Council grant a 7% across-the-board <br /> <br />increase to City employees for 1978-79, plus the cost of salary increases necessary to <br /> <br />accommodate those employees now in the training-reclassification process. Council, also, <br /> <br />(upon Councilman Greene's motion, seconded by Councilman West, and unanimously carried) <br /> <br />accepted Councilman Greene's recommended revisions (per his June 13th memorandum) to the <br /> <br />proposed 1978-79 City Budget, which would provide for a balanced budget for presentation at <br /> <br />the forthcoming June 20th public hearing thereon. <br /> <br />After considering the following report (dated June 2, 1978) prepared by Assistant City- <br /> <br />Manager-Public Works Director George W. Brown and, also, a supporting letter from Mr. J. G. <br /> <br />Ripley, Urban Engineer for the Virginia Department of Highways & Transportation, Council <br /> <br />unanimously adopted the following resolution requesting said Department of Highways & <br /> <br />Transportation to assign a No. 1 priority to the proposed Mulberry Road-Brown Street extension <br /> <br />project: <br /> <br />Mr. Brown's Report <br /> <br />TO: T. B. Noland, City Manager <br /> <br />SUBJECT: Proposed Highway Projects <br /> <br />In accordance with City Council's directive, I presented to the Urban Division <br />of the State Department of Highways and Transportation the two projects which <br />were discussed by the City Administration and City Council during the past two <br />Council Meetings. These projects are identified as Commonwealth Boulevard <br />Extension and Mulberry Street Extension. This presentation was made to <br />Mr. Joe G. Ripley, State Urban Engineer, and others within this Division. <br />Mr. Ripley is responsible for, and in charge of, all state road projects <br />within incorporated Cities and Towns in the State. I stressed the fact that <br />these projects were being presented to the Department on an equal priority <br />basis. Considerable time was spent in reviewing the various aspects of the <br />proposed projects in an effort to develop the information necessary to rate <br />these projects in terms of cost, need, and overall benefit to Martinsvi11e. <br />I requested Mr. Ripley to give me a report in writing of his conclusions and <br />recommendations concerning this matter. I am attaching, herewith, a letter <br />dated May 22, 1978, in which Mr. Ripley summarized his evaluation of the two <br />proposed street projects and establishes suggested priorities. I am also <br />attaching sufficient copies of his report for distribution to City Council as <br />you deem appropriate. <br />
