<br />('4 <br />,J <br /> <br />TUESDAY <br /> <br />MAY 23, 1978 <br /> <br />Also, pursuant to duly-advertised public notice, Council conducted a public <br /> <br />hearing on a petition filed with Council on February 28, 1978, by Mr. Benjamin <br /> <br />R. Gardner, Attorney at Law and Counsel for Elizabeth O. McAlpine (Committee <br /> <br />for Ethel L. Overton) and Dixie Fealty, seeking the rezoning from "R-6 <br /> <br />Residential" to "P-2 Professional" of the Ethel L. Overton property situated <br /> <br />at 204 Starling Avenue, at the southwest corner of Starling Avenue and Mulberry <br /> <br />Road Extension. There being no objections registered, and in acceptance of the <br /> <br />Planning Commission's recommendation (by report dated April 21, 1978) that said <br /> <br />petition be approved, Council unanimously effected said requested rezoning <br /> <br />through its adoption of the following ordinance amending the City's Zoning Map: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsvi1le, Virginia, in <br />regular meeting assembled this twenty-third day of May, 1978, that the <br />Zoning Map of the City of Martinsville, Virginia, be--and is hereby-- <br />amended to effect and reflect a IlP_2 Professional" zoning of that property <br />identified as the "Ethel L. Overton Propertyll situated on the southwest <br />corner of Starling Avenue and Mulberry Road Extension and further identified <br />as being located at 204 Starling Avenue. <br /> <br />Council also conducted, pursuant to duly-advertised public notice, a public <br /> <br />hearing on an Application for a Special-Use Permit, amended to include a property <br /> <br />rezoning request, as filed (April 11, 1978) by the law firm of Broaddus, Epperly, <br /> <br />Broaddus, Beck & Warren on behalf of Mrs. May F. Schottland and the West Piedmont <br /> <br />Planning District Commission, to enable said West Piedmont Planning District <br /> <br />Commission to occupy the Schottland property, at One Starling Avenue, which <br /> <br />property said District Commission proposes to acquire, as permanent headquarters <br /> <br />of the District Commission. There being no objections registered, and in <br /> <br />acceptance of the Planning Commission's report and recommendation (dated May 19, <br /> <br />1978), Council unanimously authorized the issuance of the Special-Use Permit and <br /> <br />effected the requested rezoning (from "P-l Professional" to "R-6 Residential"), <br /> <br />the latter being by the following ordinance amending the City's Zoning Map, <br /> <br />subject to the stipulation that, if the flow of vehicular traffic in and out of <br />
