<br />e') <br />, y <br /> <br />TUESDAY <br /> <br />MAY 23, 1978 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvil1e, <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, May 23, <br /> <br />1978, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; <br /> <br />Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held May 9, 1978 and of its special meeting held May 16, 1978. <br /> <br />Pursuant to duly-advertised public notice, Council and the Martinsville Planning <br /> <br />Commission jointly conducted a public hearing on an Application for a Special-Use <br /> <br />Permit as filed initially with Council on March 14, 1978 by the Martinsvi1le <br /> <br />Volunteer Fire Company and subsequently revised to include one of the following <br /> <br />three sites for conduct of applicant's forthcoming 1978 Firemen's Bazaar, the <br /> <br />record noting that Brown Street Field (a site for which Council had issued a <br /> <br />Special-Use Permit for such purpose for the years 1977 through 1981) is no longer <br /> <br />available because of the extending of Mulberry Road: <br /> <br />(a) an area adjacent to the Martinsville High School's Vocational Shop <br /> <br />facility (off Hospital Drive); or <br /> <br />(b) an area of the Martinsvi1le High School's parking lot, off Fairy <br /> <br />Street Extension; or <br /> <br />(c) Liberty Heights Fairgrounds. <br /> <br />Mr. William J. Lawless, Jr., on behalf of Memorial Hospital of Martinsville & <br /> <br />Henry County, expressed opposition to the Vocational Shop site because of <br /> <br />traffic congestion along Hospital Drive and the lack of off-street parking <br /> <br />along this access road to the hospital. Mr. Lawless further reported that the <br /> <br />hospital authorities have no objection to use of the Fairy Street site for such <br /> <br />purpose. On behalf of applicant, Mr. Steve M. Draper (Chairman of the Firemen's <br />
