<br />TUESDAY <br /> <br />MAY 9, 1978 <br /> <br />-- <br /> <br />Pending a legal opinion from City Attorney Worthy, Mayor Hobson indicated that he will <br /> <br />withhold the signing of a proclamation for Universal Truth Day, as requested by the local <br /> <br />minister of the Al-Islam In The West congregation. <br /> <br />The following status and/or progress reports were received by Council, in response to <br /> <br />inquiries by: <br /> <br />- <br /> <br />(1) <br />(2) <br /> <br />Councilman Oakes <br />Vice Mayor Cole <br /> <br />(3) <br /> <br />Councilman Greene - <br /> <br />the current winterization program; <br />the incidence of vandalism and ways and <br />means to combat and curtail; and <br />the need to enforce more completely <br />the City's dog leash ordinance. <br /> <br />In addition, the City Administration indicated that it would study the suggestion offered <br /> <br />jointly by Councilmen Greene and Oakes that a revised or longer "grace" period (Le., <br /> <br />before imposing a penalty) be given customers of the City's three utility systems than is <br /> <br />presently the policy, to alleviate hardships upon those customers and citizens whose income <br /> <br />schedule does not coincide with the due dates of the City's utility services bills. <br /> <br />Also, upon inquiry of Councilman Greene, Electric Department Director Robert I. Corekin <br /> <br />apprised Council of the schedule, necessarily revised, for presentation of the hydro-electric <br /> <br />studies being prepared by the City's consulting engineers. <br /> <br />Pursuant to Section 2.1-344 of the CODE OF VIRGINIA (1950, and as amended), and by a <br /> <br />recorded and unanimous vote of members present, Council convened into an Executive Session <br /> <br />for the purposes of (a) considering a real estate matter, (b) considering a legal matter <br /> <br />relating to a possible contract, and (c) considering upcoming vacancies on various Boards and <br /> <br />Commissions. Upon reconvening into regular session, and upon motion (duly seconded), Council <br /> <br />unanimously authorized the selling of City-owned real estate (consisting of approximately <br />
