<br />::8 <br /> <br />TUESDAY <br /> <br />MAY 9, 1978 <br /> <br />proviso that "secondary" segments of the proposed Mulberry Road Extension project, as <br /> <br />outlined by Mr. Brown, would be held in abeyance. As to a "time-schedule" for either <br /> <br />one of these projects, Council was informed that State funds for the proposed extending <br /> <br />of Spruce Street, near the City's east-southeast corporate limits, (a project involving <br /> <br />Henry County), will exhaust allocations to the City for the next two-to-three years and, <br /> <br />therefore, it is not likely that the Mulberry Road Extension-Commonwealth Boulevard <br /> <br />Extension projects can be undertaken before the Spruce Street Extension project is <br /> <br />essentially completed, unless the City is permitted to "borrow" against future <br /> <br />allocations. <br /> <br />Mrs. June M. Gay, Director of Piedmont Seniors of Virginia, Inc., appeared before <br /> <br />Council and presented an Area Plan for Aging Services for the fiscal year beginning <br /> <br />October 1, 1978, describing the various services being provided the elderly citizens and <br /> <br />proposing a budget of $38,590.00 for the Martinsvi11e jurisdiction. <br /> <br />City Manager Noland reviewed with Council certain legislation enacted by the 1978 <br /> <br />General Assembly whereby procedures have become available to municipally-owned electric <br /> <br />utility systems to acquire the facilities of the private utility being used to serve <br /> <br />residential electric customers of such private utility within the corporate limits of the <br /> <br />publicly-owned system and such residential customers would be served by the municipa11y- <br /> <br />owned utility system. City Manager Noland further pointed out that Appalachian Power <br /> <br />Company has been serving residential customers within the area annexed to the City in 1965 <br /> <br />and (that), under the 1978 legislation, the City is now provided the legal means, subject <br /> <br />at one point in the process to State Corporation Commission approval, of acquiring <br /> <br />Appalachian's facilities in said area as well as those electric customers therein. Upon <br /> <br />motion, duly seconded and unanimously carried, Council authorized the proceeding to this <br /> <br />end by first offering to negotiate with Appalachian Power Company, as provided under the <br /> <br />statutes, and then--if the negotiation process fails--to pursue the condemnation route <br /> <br />provided under the statutes. <br />
