<br />j '.' <br />) <br /> <br />TUESDAY <br /> <br />MAY 9, 1978 <br /> <br />In response to a letter of request from Patrick Henry Foster Care Services, Inc., <br /> <br />filed with Council at its April 25th meeting, and after receiving supporting comments <br /> <br />from Mrs. Corrine Beck, the Honorable J. English Ford (Judge of the area Juvenile & <br /> <br />Domestic Relations Court), Mrs. Mabelle S. King (Director of the City's Social Services <br /> <br />Department), and Mr. Philip G. Gardner, Attorney at Law, all of whom are associated <br /> <br />with said agency, Council agreed to donate the sum of $1,000.00 toward the cost of <br /> <br />renovating property recently purchased by this agency (in Ridgeway, Virginia, to provide <br /> <br />a foster-care facility for teen-age boys who become classified as "status offenders"), <br /> <br />the source from which this sum is to be appropriated to be determined by Council at its <br /> <br />forthcoming May 23rd meeting, the question having been raised as to whether such donated <br /> <br />funds might qualify for some form of reimbursement and, too, being apprised of the impending <br /> <br />receipt by the City of some $7,900.00 as reimbursement or allowance from the Commonwealth <br /> <br />of Virginia for administrative expenses related to the City's Social Services Department. <br /> <br />Upon motion, duly seconded and unanimously adopted, Council adopted a Wastewater Code for <br /> <br />the City of Martinsville, being an amendment (having previously been placed on first <br /> <br />reading) to Chapter 17 of the City Code, entitled "Water & Sewers", said code being <br /> <br />identified as Article V and to be codified as Appendix F of the City Code. <br /> <br />In continuing, from its April 25th meeting, consideration of the City Administration's <br /> <br />recommendations pertaining to assigning priorities to selected street construction <br /> <br />projects in order that plans therefor might be developed by the State Department of <br /> <br />Highways & Transportation, as well as coordinating same with annual allocations from <br /> <br />said department, Council received a recommendation from Mr. George W. Brown, Assistant <br /> <br />City Manager & Public Works Director, that the extending of Mulberry Road (from a point <br /> <br />on Brown Street, near Ellsworth Street, the terminus of the present Mulberry Road <br />
