<br />f-... <br /> <br />TUESDAY <br /> <br />MARCH 14, 1978 <br /> <br />- <br /> <br />Council was informed that, as a result of a recent canvass of City employees through the monthly <br /> <br />employee newsletter, some 85-to-90% of those employees responding expressed the desire that the <br /> <br /> <br />City's holiday schedule be revised by (1) substituting Easter Monday for Memorial Day and (2) <br /> <br /> <br />substituting the Friday after Thanksgiving Day for Veteran's Day. Expressing some concern as <br /> <br /> <br />to whether the City should interrupt its on-going services for such a long period as the <br /> <br />Thanksgiving holidays and weekend might require, Council deferred action on this portion of <br /> <br />the suggested holiday schedule revision, pending consideration at a later date and an <br /> <br />administrative assessment of the effects on services of such an extended holiday period; however, <br /> <br />Council unanimously authorized the granting of Easter Monday as a holiday, in lieu of Memorial <br /> <br />Day, effective March 27, 1978. <br /> <br />- <br /> <br />With the support of the Honorable J. English Ford, Judge of the Juvenile & Domestic Relations <br /> <br />Court of the 21st Judicial Circuit, Dr. James E. Calkins, Superintendent of the City's public <br /> <br />school system, and Mr. Jan C. Reed, Director of Court Services for Judge Ford's Court, and with <br /> <br />the support and technical assistance of Mr. Earl Reynolds, Criminal Justice Planner for the <br /> <br />West Piedmont Planning District Commission, the West Martinsville Jaycees presented a project <br /> <br />proposal for the operation of a Neighborhood Youth Resources Center, to be located near the <br /> <br />City's downtown business district and to be funded by the Federal Government's Law <br /> <br />Enforcement Assistance Administration, for which project the Jaycees requested the City's <br /> <br />official sponsorship, meanwhile explaining that the West Martinsvi1le Jaycees would be <br /> <br />responsible and accountable for the operation of the proposed center, including all <br /> <br />bookkeeping and accounting transactions, with the City's sponsorship involving only the <br /> <br />receiving and transferring (to the Jaycees) of Federal LEAA funds granted for the project. <br /> <br />Upon motion, duly seconded and unanimously carried, Council agreed to serve as the officia1 <br /> <br />sponsor of the project, upon the condition(s) hereinbefore set forth and the mutually-agreed- <br /> <br />upon revision effecting the proposed composition of the Community Council, which will guide the <br /> <br />activities of the proposed Center. <br />
