<br />TUESDAY <br /> <br />FEBRUARy 28, 1978 <br /> <br />.-- <br /> <br />right-of-way from the Memorial Boulevard construction project of Some several <br /> <br />years ago, which right-of-way abuts two properties (Parcels "A" and "B") Mr. <br /> <br />Thomas is purchasing, said properties and/or right-of-way being situated between <br /> <br />Summit and Douglas Streets. <br /> <br />- <br /> <br />In response to Councilman Oakes' request or inquiry, City Manager Noland presented <br /> <br />an outline of electric energy curtailment schedules, in the event the current strike <br /> <br />by coal miners continues; and, Mr. Joe Higgins, Manager of Appalachian Power <br /> <br />Company's Fielda1e District, informed the Council that Appalachian's forty-day <br /> <br />inventory of coal has momentarily stabilized because of (1) some abatement in the <br /> <br />severe weather conditions, (2) energy conservation measures taken voluntarily by <br /> <br />citizens and business groups, and (3) some supply of coal from non-unionized mines. <br /> <br />Councilman Greene informed the Council that the West Piedmont Planning District <br /> <br />Commission has authorized, subject to appropriate rezoning, the purchase of the <br /> <br />N. S. Schott land residence at One Starling Avenue as permanent headquarters for <br /> <br />this Planning District Commission. <br /> <br />Mayor Hobson brought two matters to Council's attention, viz., (1) the receipt by <br /> <br />him of a number of complaints about dogs being turned loose (by their owners) on <br /> <br />weekends in violation of the City's "Dog Ordinance", meanwhile appealing to dog <br /> <br />owners to abide by the City's regulations; and (2) the suggestion that a <br /> <br />"Neighborhood Watch Program" be developed for and among citizens, similar to such <br /> <br />programs in force in other cities, particularly in residential areas, in an effort <br /> <br />to curtail burglaries and assaults. <br /> <br />Council was adjourned. <br /> <br />W. <br /> <br /> <br />of Council <br /> <br />__'m__".__,_"._~__"..,.___~_._._____._.~___._______ ____..._.._________.___ <br />
