<br />22 <br /> <br />TUE SDA Y <br /> <br />FEBRUARY 28, 1978 <br /> <br />Also, in tentative acceptance of the Planning Commission's report and recommendation <br /> <br />that Graves Supply Company's petitinn--seeking the rezoning from "R-6 Residential" <br /> <br />to "M-l Industrial" of petitioner's property identified as "Parcel B" and <br /> <br />"Parcel C" situated on the west side of Harris Street--be approved, Council called <br /> <br />for a duly-advertised public hearing to be conducted thereon at Council's meeting <br /> <br />scheduled for March 28, 1978. <br /> <br />In response to Council's referral to the Planning Commission, from Council's <br /> <br />February 14th meeting, of Dr. William M. Chadduck' s Application for a Special-Use <br /> <br />Permit to allow certain development of Dr. Chadduck's property in the Dudley Street <br /> <br />area, the Planning Commission reported that, inasmuch as Dr. Chadduck's develop- <br /> <br />ment need can be satisfied through the obtaining of a variance from required <br /> <br />set-backs, the Planning Commission reported that Dr. Chadduck has been advised <br /> <br />to appear before the City's Board of Zoning Appeals for such purpose. <br /> <br />With regard to several pieces of legis1ation--of special significance to the City <br /> <br />of Martinsv.l1le--pending before the 1978 Virginia General Assembly, Councilman <br /> <br />Greene reported that the several bills introduced by The Honorable Thomas Michie, <br /> <br />Delegate, of Charlottesville, Virginia, which succeeded in supplanting the <br /> <br />recommendations of the Special Task Force on Annexation, of which Councilman <br /> <br />Greene was a member, and using a different approach on annexation problems than <br /> <br />that proposed by the Special Task Force, now appear doomed for 1978. City Manager <br /> <br />Noland reported that Senate Bill No. 163, providing for the establishment of <br /> <br />electric authorities in Virginia, has been approved by the Virginia Senate (by a <br /> <br />vote of thirty-to-nine), and that he appeared on February 28, 1978 before the <br /> <br />House Sub-Committee on Corporations, Insurance & Banking and testified on behalf <br /> <br />of eight Virginia cities and six Virginia towns who are supporting this proposed <br /> <br />legislation and will appear before the full Committee on March 2nd in this cause. <br />
