14 TUESDAY FEBRUARY 14, 1978 The regular semi-monthly meeting of the Council of the City of Martinsvi11e, Virginia, with Mayor William D. Hobson presiding, was held Tuesday, February 14, 1978, in the Council Chamber, City Hall, beginning at 7:30 P.M., the following members being present: William D. Hobson, Mayor; Barry A. Greene; and L. D. Oakes. Vice-Mayor and Councilman William C. Cole, Jr., was in Richmond, Virginia, attending a Virginia General Assembly committee hearing on behalf of the City; and Councilman Francis T. West was abroad on vacation. After the invocation, Council approved--as recorded--the minutes of its regular meeting held January 24, 1978. Through Councilman Oakes, Council acknowledged and recognized the outstanding work and performance of the City's Police Department's Vice and Detective Divisions, culminating in just-announced indictments and arrests of numerous persons charged with various drug offenses as well as, in some cases, with illegal-alcohol offenses. In addition, the Public ~rks Department was commended for its effective snow removal activities during recent winter snows and the Electric Department for maintaining electric service to the City's customers during these adverse weather conditions; furthermore, Mayor Hobson acknowledged with appreciation the time and efforts being put forth by members of Council and the City Manager in the interest of the City in connection with legislation pending before the 1978 Virginia General Assembly. Pursuant to duly-advertised public notice, iliuncil conducted a Public Hearing on Mrs. Kathleen Odell's petition dated October 5, 1977, requesting the rezoning to "P-2 Professional" of her property located at 810 Starling Avenue. There being no objections to this requested rezoning, and in acceptance of the Planning Commission's January 6th (1978) recommendation that the request be granted,
