<br />14 <br /> <br />TUESDAY <br /> <br />FEBRUARY 14, 1978 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi11e, <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, February <br /> <br />14, 1978, in the Council Chamber, City Hall, beginning at 7:30 P.M., the <br /> <br />following members being present: William D. Hobson, Mayor; Barry A. Greene; <br /> <br />and L. D. Oakes. Vice-Mayor and Councilman William C. Cole, Jr., was in <br /> <br />Richmond, Virginia, attending a Virginia General Assembly committee hearing <br /> <br />on behalf of the City; and Councilman Francis T. West was abroad on vacation. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held January 24, 1978. <br /> <br />Through Councilman Oakes, Council acknowledged and recognized the outstanding <br /> <br />work and performance of the City's Police Department's Vice and Detective <br /> <br />Divisions, culminating in just-announced indictments and arrests of numerous <br /> <br />persons charged with various drug offenses as well as, in some cases, with <br /> <br />illegal-alcohol offenses. In addition, the Public ~rks Department was commended <br /> <br />for its effective snow removal activities during recent winter snows and the <br /> <br />Electric Department for maintaining electric service to the City's customers <br /> <br />during these adverse weather conditions; furthermore, Mayor Hobson acknowledged <br /> <br />with appreciation the time and efforts being put forth by members of Council and <br /> <br />the City Manager in the interest of the City in connection with legislation pending <br /> <br />before the 1978 Virginia General Assembly. <br /> <br />Pursuant to duly-advertised public notice, iliuncil conducted a Public Hearing <br /> <br />on Mrs. Kathleen Odell's petition dated October 5, 1977, requesting the rezoning <br /> <br />to "P-2 Professional" of her property located at 810 Starling Avenue. There being <br /> <br />no objections to this requested rezoning, and in acceptance of the Planning <br /> <br />Commission's January 6th (1978) recommendation that the request be granted, <br />
