<br />8 <br /> <br />TUESDAY <br /> <br />JANUARY 24, 1978 <br /> <br />Council deferred to the end of this meeting's agenda a legal-matter briefing by <br /> <br />City Attorney Worthy, in Executi~Session, being on the question as to whether <br /> <br />Council wishes to revise and/or rescind its 1976 ordinance-policy of paralleling <br /> <br />the approved electric tariffs of Appalachian Power Company. Upon reconvening <br /> <br />(from its Executive Session, held pursuant to Section 2-344 of the CODE OF VIRGINIA, <br /> <br />1950, and as amended, and being by a recorded and unanimous vote), and following an <br /> <br />explanatory statement to the public by City Manager Noland as to the problem <br /> <br />involved (being a disparity between the fuel cost adjustment paid by the City <br /> <br />under its wholesale energy contract with Appalachian and the fuel cost the City <br /> <br />is able to "pass on" to its retail customers by paralleling APCo tariffs), <br /> <br />Council took no action on said question or on its adopted policy. <br /> <br />Upon being apprised of the need for supplemental action pertaining to Federal <br /> <br />and/or locally-donated funds (received in fiscal 1976-77) for the Senior Citizens <br /> <br />Center project, Council unanimously adopted the following resolution: <br /> <br />WHEREAS, at its regular meeting held December 14, 1976, Martinsvil1e City <br />Council was apprised of an award by the appropriate Federal agency in the <br />amount of $38,501.00 toward the cost of renovating City-owned property at <br />19 South Moss Street, in Martinsville, Virginia, as a Senior Citizens Center; <br />and <br /> <br />WHEREAS, at its regular meeting held January 25, 1977, after reviewing <br />sealed bids received for the renovating of the aforementioned property for <br />the aforementioned purpose, said Council accepted the base bid of Clyde <br />Cahill, Contractor, in the amount of $30,000.00, and--in addition--authorized <br />the City administration to select alternates within this contractor's total <br />bid for the expenditure of up to $8,501.00 in addition to said base bid; and <br /> <br />WHEREAS, at its regular meeting held February 22, 1977, Martinsvil1e City <br />Council accepted a donation of $2,888.00 from the Martinsville Community <br />Recreation Association, which donation--with Federal funds anticipated to <br />be generated thereby--was made for the purchase of equipment for the pro- <br />posed Senior Citizens Center; and <br />
