<br />TUESDAY <br /> <br />JANUARY 24, 1978 <br /> <br />"'--.. <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, January 24, 1978, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., with all members present, <br /> <br />excepting Councilman L. D. Oakes (who was out of the City), as follows: William D. <br /> <br />Hobson, Mayor; William C. Cole, Jr., Vice-Mayor; Barry A. Greene; and Francis T. West. <br /> <br />-- <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held January 10, 1978. <br /> <br />Before beginning its regular order of business, Council recognized Mr. James Russell <br /> <br />Mason, Sr., and presented to him a token of the City's appreciation, along with a <br /> <br />forty-year service pin, of Mr. Mason's long and faithful service as an employee of <br /> <br />the City, being from February 8, 1938 through December 31, 1977, on which latter <br /> <br />date Mr. Mason retired as an employee of the City. <br /> <br />Mr. Richard P. Gravely, Jr., of the Blue Ridge Airport Authority, appeared before <br /> <br />Council and outlined a proposed study project (recommended by the Federal Aviation <br /> <br />Authority) toward enlarging Blue Ridge Airport to enable said airport to meet <br /> <br />increasing corporate aircraft demands, said study to cost approximately $25,000.00 <br /> <br />and to which cost the County of Henry has appropriated $17,500.00, with the City's <br /> <br />share of said study cost being $7,500.00, which sums would be refunded the two <br /> <br />governmental jurisdictions in the event that the proposed enlargement construction <br /> <br />(to be funded by Federal-State agencies) is undertaken. Upon motion, duly seconded <br /> <br />and unanimously carried, by recorded vote, Council appropriated the sum of $7,500.00 <br /> <br />(from un-budgeted proceeds from the recent sale of real estate) as the City's share <br /> <br />of the cost of the proposed study. <br />
