<br />TUESDAY <br /> <br />DECEMBER 14, 1982 <br /> <br />amendment, to add a new Section 2 to Chapter 4, of <br />the City Charter in the form attached hereto as <br />Exhibit A and requests that the General Assembly of <br />the Commonwealth of Virginia amend the existing City <br />Charter in accordance therewith; <br /> <br />2. That two certified copies of this Resolution, the <br />publisher's affidavit of publication of the notice <br />of the public hearing on the proposed amendment to <br />Chapter 4 of the City Charter and the proposed <br />amendment to the City Charter, in the form attached <br />hereto as Exhibit A, shall be transmitted to the <br />City's representatives in the General Assembly; and <br /> <br />3. That this Resolution shall take effect immediately. <br /> <br />PROPOSED AMENDMENT TO CHAPTER 4 <br />OF MARTINSVILLE CITY CHARTER <br /> <br />Chapter 4 - COURTS <br /> <br />Sec. 2. Municipal Courts: fines; salary of District <br />Court Judges <br /> <br />There shall be established in the City of <br />Martinsville a General District Court and a Juvenile <br />& Domestic Relations District Court. The District <br />Courts shall have such jurisdiction and powers as <br />shall be set by State law. <br /> <br />All fines collected for violations of City <br />ordinances shall be paid promptly to the Treasurer <br />of the City. <br /> <br />The City may pay to any Judge of a District <br />Court that serves the City of Martinsville, when such <br />Judge resides within the City, a salary of not less <br />than four hundred fifty dollars ($450) per year, to <br />be fixed by the Council, provided, however, that in <br />no case shall the salary paid to any District Court <br />Judge exceed ninety per centum (90%) of the salary <br />paid to the highest paid Circuit Court Judge under <br />the provisions of Section 1 of this chapter. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on the <br /> <br />proposed new Business License Tax Ordinance, as introduced at Council's November 23rd <br /> <br />meeting, which hearing was prefaced by explanatory comments by City Manager Edmonds <br />
