<br />~_:?( _.t <br /> <br />..,.I ~ y <br />I ~ <br /> <br />DECEMBER 14, 1982 <br /> <br />TUESDAY <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, December 14, 1982, in the <br /> <br />Council Chamber, City Hall, beginning at 7~30 P.M., all members being present, as follows: <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and <br /> <br />Francis T. West. <br /> <br />Following the call to order and the invocation, Council approved the minutes of its <br /> <br />regular meeting held November 23, 1982, and of its special meeting held December 8, 1982. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on a <br /> <br />proposal recommended by Commonwealth's Attorney J. Randolph Smith, Jr., that Chapter 4 <br /> <br />of the City Charter be amended by the adding thereto of a new Section 2. There being no <br /> <br />response from the public, the public hearing was declared closed; whereupon motion, duly <br /> <br />seconded and unanimously carried, Council adopted the following resolution approving the <br /> <br />proposed amendment and requesting enactment thereof, herein these minutes, by the 1983 <br /> <br />Session of the Virginia General Assembly: <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia has determined <br />that it is in the public interest to amend the provisions of Chapter 4 of <br />the City Charter; and <br /> <br />WHEREAS, in accordance with Section 15.1-835 of the Code of Virginia of <br />1950, as amended, notice of a public hearing to determine if the citizens <br />of the City desire that the City request the General Assembly to amend the <br />City Charter was first published in the Martinsville Bulletin, a newspaper <br />of general circulation in the City, on November 28, 1982, which date was <br />more than ten days before such public hearing; and <br /> <br />WHEREAS, such public hearing was held on December 14, 1982, and the City <br />Council now desires to request that such amendment to the City Charter be <br />enacted in the 1983 Session of the General Assembly of the Commonwealth of <br />Virginia; now, therefore, <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF MARTINSVILLE, VIRGINIA: <br /> <br />1. That the City Council hereby approves the proposed <br />
