DECEMBER 8, 1982

WEDNESDAY

The proposed rate schedules drop the current last consumption block
(all consumption over 306,000 gallons per month) and establishes the
last block at all consumption over 206,000 gallons per month. This has
the effect of increasing the amounts paid by the larger users, to more
closely approximate the costs of service.

Th~ proposed rate schedules retain the current minimum of 4,000
gallons per month, but recommend that the monthly minimum charge be
based on the relationship between the customers meter size and a 3/4
inch residential meter, to more accurately reflect each connection's
demand on the system.

It is recommended that the same schedule of minimum charges be made
for all fire service connections, to reflect their demand on the system
and the necessity to read and check these meters.

It is also recommended that City departments be charged the same
rates as other users, or a "public service" rate, similar to that estab-
lished by the Electric Department.

The revenues generated by these rates during the first eighteen
months should be carefully monitored, with the second phase rate adjust-
ment modified as necessary to reflect the actual revenue and expenditure
history for the period and the estimated budget expenditures for the sub-
sequent budget year. Subsequent rate adjustments may need to be less
than or greater than that projected in this study due to actual conditions
existing at that time.

The meeting was declared adjourned.

-
