<br />TUESDAY <br /> <br />NOVEMBER 9, 1982 <br /> <br />1982) that Paragraph E of Section V of the City's Zoning Ordinance be amended to permit <br /> <br />temporary, promotional or fund-raising amusement activities and facilities, of not more <br /> <br />than two (2) days duration, sponsored by civic, professional, fraternal, institutional or <br /> <br />religious groups or organizations and conducted for community, religious or benevolent <br /> <br />purposes and located on property owned or leased by the sponsor(s), in P-1 Professional <br /> <br />zones within the City (and, as such, in P-2, C-1, C-1A, C-2, C-3, and M-1 zones), Council <br /> <br />called for a duly-advertised public hearing to be conducted by Council on this proposal <br /> <br />at Council's forthcoming November 23rd meeting. <br /> <br />Council acknowledged receipt of, and accepted, the Report on Audit of the City's financial <br /> <br />affairs for the fiscal year ended June 30, 1982, as prepared by James K. Sells, CPA, whose <br /> <br />findings (incorporated in an opinion letter and in a management letter) City Manager <br /> <br />Edmonds indicated he will respond to in the near future. <br /> <br />Council unanimously adopted the following ordinance (as revised from its introduction at <br /> <br />Council's October 26th meeting) amending the terms and conditions of the City's utility <br /> <br />services to provide for an advisory billing notice to those City utility service customers <br /> <br />who have opted (or may opt) for direct payment of their City utility service bills by their <br /> <br />respective local banks: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular session held on November 9, 1982, that Sec. 6.4 of the <br />Terms and Conditions of Electric Service and Sec. 8.3 of the Terms <br />and Conditions of Water and Sewer Service, be amended as follows: <br /> <br />Direct Payment (Debit) by Bank Option <br /> <br />All customers with satisfactory records of payment shall <br />have the option to have their bills paid directly by <br />cooperating local banks. Such an arrangement shall require <br />execution by a customer of a standard authorization form <br />to be supplied by the City.
