"'""4'
, '
,

OCTOBER 12, 1982

TUESDAY

City Manager Edmonds reported that, on the basis of comprehensively-developed specifications,

the City has received five bids (ranging from $121,234.00 submitted by Seagraves to $135,587.00

submitted by Slagle) to provide the City's Fire Department with a new 1,250 gpm pumper fire

truck and (that) in a Fire Department rating process the bid of $123,436.00 submitted by

American-LaFrance (the second-lowest bid) has been given the highest rating (the Seagraves

bid being rated third best), aside from the fact that all of the Fire Department's present

fire-fighting equipment was manufactured by American-LaFrance and has performed well over the

years. City Manager Edmonds further reported that financing of the American-LaFrance pumper

cost can be through a five-year lease-purchase agreement, with 20% down payment (of $24,687.20,

for which sufficient funds have been appropriated in the current budget), with the balance of

$93,748.80 to be payable in sixty monthly installments of $2,061.87, reflecting a 9% interest

rate on the outstanding principal for a total financing cost of $24,963.40 over the five-year

period, with right of anticipation or prepayment at any time. Council concurred not only in

these findings and financing arrangements but also with the Fire Department's recommendation

that the American-LaFrance bid be accepted.

City Manager EGmonds proposed, And Council concurred, that the forthcoming Halloween observance

shall be on its traditional October 31st date (which happens to fall on Sunday in 1982) rather

than on Saturday, October 30th, to prevent a two-day observance in the event October 30th were

chosen as an alternative date.

City Manager Edmonds reported that additional information, supplementing that already provided,

on the proposed closing of the Jefferson Street entrance to Mulberry Road (for which a two-

month trial period has just been completed) will be presented to Council at its forthcoming

October 26th meeting, and on which proposed permanent closing a hearing for interested

citizens will be conducted October 14th.
