Henne, Executive Director of <br /> <br />the West Piedmont Planning District Commission, on behalf of this Commission, requested <br /> <br />that Council go on record (by resolution) as opposing any legislation expected to be con- <br /> <br />sidered by the 1983 Session of the Virginia General Assembly, such as was introduced in <br /> <br />the 1982 Session in the form of House Bill 503 (which failed to be enacted), which (such) <br /> <br />legislation would allow the Commonwealth of Virginia (through an appropriate agency and <br /> <br />under certain conditions) to direct interbasin transfer of water within the State of <br /> <br />Virginia. Mr. Henne noted, meanwhile, that the West Piedmont Planning District Commission <br /> <br />is investigating--and proposes to offer--alternative solutions to water supply emergencies, <br /> <br />in lieu of the interbasin transfer concept. Council, however, took no action on this <br /> <br />request, taking the position--as stated by Councilman West--that the State Water Resources <br /> <br />Study C~mmission is considering all facets of the problem involving equitable water dis- <br /> <br />tribution throughout the State of Virginia, that any legislation proposed to this end <br /> <br />should be allowed to take its course, and that the City should depend upon its represent- <br /> <br />atives in the General Assembly to take into account the local area's water supply needs <br /> <br />and concerns in conjunction with other areas' water supply needs and concerns. Too, <br /> <br />Council requested that Mr. Henne keep Council apprised of any legislation, when and if <br /> <br />introduced in the General Assembly on this matter, at which time Council will determine <br /> <br />what action, if any, it will take thereon. <br /> <br />Upon recommendation of City Manager Edmonds, Council authorized--through the following <br /> <br />adopted resolution--the establishing of a Deferred Compensation Plan for City employees <br />
