The failure or refusal of any property owner to comply <br />with the terms of any notice served pursuant to this <br />section shall constitute a Class 4 misdemeanor. <br /> <br />f. Nothing in this section shall be construed as nullifying <br />any restriction or regulation contained in any zoning <br />ordinance of the city. <br /> <br />g. This section shall not apply to inoperative motor <br />vehicles, trailers, or semi-trailers. <br /> <br />ARTICLE II <br />BURING TRASH OR LEAVES <br /> <br />Sec. 8-4 <br /> <br />Burning trash, leaves, etc. on streets or sidewalks prohibited. <br /> <br />It shall be a Class 1 misdemeanor for any person to burn any <br />leaves, paper, trash, or other material in or on any public <br />street or sidewalk in the city. <br /> <br />Sec. 8-5 <br /> <br />Fires in city parks or playgrounds. <br /> <br />a. It shall be a Class 1 misdemeanor to light any fire <br />or do any burning in any city park or on any public <br />playground except at fireplaces or grills designed for <br />fires or cooking purposes. <br /> <br />b. It shall be a Class 1 misdemeanor to leave any fire <br />burning in any fireplace or grill in any city park <br />or on any public playground after departure therefrom. <br /> <br />Sec. 8-6 <br /> <br />Burning trash or leaves banned during air pollution alert or <br />drought conditions. <br /> <br />It shall be a Class 1 misdemeanor to burn any leaves, paper, <br />trash, or other material outdoors during the duration of an alert, <br />warning or emergency stage in what is known as an "Air Pollution <br />Episode" when so proclaimed by the Executive Director of the <br />State Air Pollution Control Board or his designated representative <br />or during periods of extreme drought conditions which cause <br />forests, brush, or grass to become so dry or parched as to create <br />an extraordinary fire hazard when so proclaimed by the city fire <br />chief or city manager <br /> <br />Sec. 8-7 <br /> <br />Open burning - Conditions. <br /> <br />It shall be unlawful for any person to do any open burning out- <br />doors in the city unless the following conditions are complied with: <br /> <br />a. Only twigs, leaves, weeds, grass, shrubbery clippings, <br />
