This ordinance shall be in full force and effect on Jan. 1,1983, <br />and shall remain in full force and effect for each taxable <br />year thereafter until amended or repealed. All previous <br />ordinances and amendments pertaining to Real Estate Tax <br />Relief for the Elderly and Disabled are hereby rescinded. <br /> <br />At the request of Mr. J. Ronnie Minter, Commissioner of the Revenue, Council directed <br /> <br />that an ordinance be prepared, for introduction at Council's forthcoming July 27th <br /> <br />meeting, which will impose penalties upon owners of personal property who do not file <br /> <br />their personal property tax returns within the prescribed time periods. <br /> <br />Upon being apprised of recent adverse actions by the State Compensation Board with <br /> <br />regard to the several 1982-83 budget requests filed with said Board by the City's <br /> <br />several constitutional officers, Council directed City Manager Edmonds to write a <br /> <br />letter of appeal, and a request for reconsideration, to the Compensation Board, <br /> <br />meanwhile authorizing revisions to the City's 1982-83 budget to reflect these <br /> <br />actions, including the underwriting by the City of 100% of payroll costs for the <br /> <br />position of a deputy in the City Treasurer's office, in which costs the Compensation <br /> <br />- <br /> <br />Board has refused to share for 1982-83. Total authorized revisions, as set forth in <br /> <br />a schedule prepared by the Director of Finance, resulted in a decrease of $13,700 <br /> <br />in estimated revenue (from the Compensation Board and/or the State) and a decrease <br /> <br />of $114,885 in appropriated funds. <br /> <br />In connection with a proposal which has been under study jointly by the City and <br /> <br />- <br /> <br />Memorial Hospital of Martinsville & Henry County, Mr. Irving M. Groves, Jr., member <br /> <br />of the hospital's Board of Trustees and as Chairman of its Long Range Planning <br /> <br />Committee, appeared before Council and requested Council's support of said proposal <br />
