<br />.l <br /> <br />TUESDAY <br /> <br />JULY 13, 1982 <br /> <br />road space in favor of the Lawsons. <br /> <br />Too, pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on The Covington Company's request (previously approved by the Planning Commission) <br /> <br />seeking an amendment to Paragraph I of Section V of the City's Zoning Ordinance to <br /> <br />allow for the operation of electronic gamerooms in C-1 Commercial Districts within <br /> <br />the City. There being no objections registered by anyone to this request, and in <br /> <br />acceptance of the Planning Commission's recommendation thereon, Council unanimously <br /> <br />adopted the following ordinance so amending the Zoning Ordinance: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled July 13, 1982, that Paragraph I of <br />Section V of the Zoning Ordinance of the City of Martinsvil1e be, <br />and is hereby, amended to include as a permitted use in the City's <br />C-1 District(s) the following (temporarily sub-numbered "40"): <br /> <br />Electronic Gamerooms housed in a permanent structure. <br /> <br />An emergency existing, this ordinance shall be in force on and after <br />July 13, 1982. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />ordinance (as introduced June 22, 1982, and subsequently revised) to provide tax <br /> <br />relief for elderly and/or disabled owners of real estate within the City and to <br /> <br />rescind all previous ordinances and amendments thereto which have heretofore pro- <br /> <br />vided such relief: <br /> <br />WHEREAS, Section 58-760.1 of the 1950 Code of Virginia, as amended, <br />provides that the governing body of any city may, by ordinance, pro- <br />vide for the exemption from taxation of real estate, or any portion <br />thereof, upon such conditions and in such amounts as the ordinance <br />may prescribe, owned by, and occupied as the sole dwelling of a per- <br />son or persons not less that 65 years of age, and also provides the <br />same exemption or deferral for such property of a person who is deter- <br />mined to be permanently and totally disabled, subject to certain <br />restrictions and conditions pertaining to the combined total income <br />and the net combined total income and the net combined financial worth <br />of said persons, their spouses, and any relatives living with them; and <br /> <br />WHEREAS, in the opinion of the Council of the City of Martinsville, <br />Virginia, such persons are bearing an extra-ordinary real estate tax <br />
