I<~d <br /> <br />TUESDAY <br /> <br />JULY 13, 1982 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi1le, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, July 13, 1982, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; <br /> <br />and Francis T. West. <br /> <br />After the invocation, Mayor Cole and City Manager Edmonds, on behalf of Council and <br /> <br />the City, presented service awards to those City employees who completed incremental <br /> <br />five-year periods of employment during the quarter ended June 30, 1982, with special <br /> <br />recognition being given to Mr. Jesse D. Clift, who completed forty years (on April 20, <br /> <br />1982) of service as the first and only Clerk of Martinsville City Circuit Court. <br /> <br />Council unanimously approved--as recorded--the minutes of its regular meeting held <br /> <br />June 22, 1982, of its special meeting held June 28, 1982, (and continued to June 30, <br /> <br />1982), and of its special and organizational meeting held July 1, 1982. <br /> <br />Pursuant to duly-advertised public notice, Counci1--joint1y with the Planning Commission-- <br /> <br />conducted a public hearing on Bluhm's Nursing Club's application for a Special-Use Permit <br /> <br />to allow applicant to sponsor a Muscular Dystrophy Jamboree at Liberty Heights Fair- <br /> <br />grounds on July 23-24, 1982. There being no objections registered against this <br /> <br />application and/or proposed event and in acceptance of the Planning Commission's <br /> <br />recommendation that the application be approved, Council unanimously granted said Specia1- <br /> <br />Use Permit, subject to compliance by applicant with the City's public safety regulations <br /> <br />and with such other regulations as may be applicable. <br /> <br />At the written request of Mr. Erwin Katz, of 1038 Oak Street, and the owner of property <br /> <br />at this address as well as other properties along Oak Street, Council deferred action <br />
