<br />J 0 <br /> <br />THURSDAY <br /> <br />JULY 1, 1982 <br /> <br />Pursuant to Section 5 of Chapter 2 of the Charter of the City of Martinsville, Virginia <br /> <br />(as amended), a special and organizational meeting of the Council of the City of <br /> <br />Martinsville was conducted Thursday, July 1, 1982, in the Council Chamber, City Hall, <br /> <br />beginning at 9:00 A.M. All members of the Council, as constituted on this date, were <br /> <br />present, viz., William C. Cole, Jr. (re-elected on May 4, 1982 for a four-year term); <br /> <br />L. D. Oakes; Henry C. Reed; Mrs. Eliza W. Severt (elected on May 4, 1982 for a four-year <br /> <br />term); and Francis T. West. Presiding at this meeting was Mr. Jesse D. Clift, Clerk of <br /> <br />Martinsville City Circuit Court. <br /> <br />The following invocation was given by The Reverend Jon W. Regen, Minister, First <br /> <br />Presbyterian Church, Martinsville, Virginia: <br /> <br />Our heavenly Father, today this Council sets out on a new journey together, <br />with mountains to climb and valleys to cross and miles to go. They make <br />this journey on behalf of all of us here in this city, so given them strength <br />for the journey and keep them faithful to our trust. In the days to come, <br />when decisions must be debated and delivered, when these members of Council <br />are wearied by controversy and frustrated by red tape and seduced by <br />popularity and threatened by pressures and inflated by power, grant to them, <br />we pray, both the desire and the ability to do their work wisely and <br />efficiently and fairly and honestly. Deliver them from ever being small <br />persons in large jobs, or low persons in high positions, or weak persons in <br />places of severe testing. Above all, Lord God, assist them to bring to the <br />deliberations of this present time the truth of All Time; prompt in them <br />the recognition that it is in service to that truth that they will find <br />accomplishment and we in this community will obtain good. And, remind them <br />always that if it were not for all the rest of us, they would not have an <br />important job to do and that, if it were not for you, they would not have <br />the strength to do it well. In the name of Jesus the Christ. Amen. <br /> <br />Mr. Clift then administered oaths of office to Mrs. Severt and Mr. Cole for the positions <br /> <br />of members of Council, following which nominations were invited for the position of Mayor <br /> <br />for a two-year term beginning July 1, 1982. Councilman Oakes nominated Councilman West <br /> <br />and Councilman Reed nominated Councilman Cole; and, there being no other nominations, <br /> <br />the nominating procedure was closed.
