<br />TUESDAY <br /> <br />JUNE 8, 1982 <br /> <br />at Council's forthcoming July 13th meeting on an application for a Special-Use Permit, <br /> <br />as filed by Bluhm's Nursing Club for MDA, to allow for the conduct and sponsorship by <br /> <br />applicant of a Muscular Dystrophy Jamboree at Liberty Heights Fairgrounds on July 23rd- <br /> <br />24th (1982). <br /> <br />According to information presented to Council on behalf of the Souths ide Pool <br /> <br />-- <br /> <br />Association, said organization acquired Lots Nos. 31 through 38 on Clift Street by deed <br /> <br />dated September 10, 1959; however, said deed was not recorded until August 25, 1962. <br /> <br />Meanwhile, tax notices during the interim were probably forwarded to prior owners, <br /> <br />with the result that real estate taxes during this period were unpaid and have since <br /> <br />accrued penalties and interest. Upon motion, duly seconded and unanimously carried, <br /> <br />Council directed the waiving of such penalties and interest accumulated in the amount <br /> <br />of $364.25 for the tax years 1961 and 1962, with the understanding that the present <br /> <br />owner will pay the taxes due for these two years (being $107.30 for each year), it <br /> <br />being noted that, because of the statute of limitations, 1960 taxes-penalties-interest <br /> <br />have been written off. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />ordinance (as introduced May 25, 1982) which amends Section 2-6 of the City Code to <br /> <br />provide for a "staggering" of terms of members of the Planning Commission: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that the second paragraph under Section <br />2-6 of the Martinsville City Code be, and the same hereby is, amended <br />to read in its entirety as follows: <br /> <br />Such other members of the Planning Commission, that is, those <br />members who are not municipal office holders or a member of the <br />Board of Zoning Appeals, shall be appointed initially by lot for <br />terms of two and four years, four being appointed for two-year terms <br />and the remainder being appointed for a four-year term or four-year <br />terms, and subsequent appointments shall be for terms of four years, <br />except appointments to fill vacancies shall be for the unexpired terms. <br />
