<br />I) <br />1.1 <br /> <br />TUESDAY <br /> <br />JUNE 8, 1982 <br /> <br />its revision of the Manager's proposed 1982-83 City Budget. There being no other <br /> <br />citizens desiring to be heard on these matters, Mayor Greene declared the public <br /> <br />hearings closed. <br /> <br />Upon the introduction of an ordinance to appropriate sums of money from anticipated <br /> <br />1982-83 revenue as well as to establish property tax rates for 1982-83, all reflecting <br /> <br />the proposed 1982-83 City Budget, as revised, Mayor Greene and Councilmen Oakes, Reed <br /> <br />and West spoke in favor of the revisions previously made in said budget, meanwhile <br /> <br />emphasizing their support of a good educational system for the City of Martinsville <br /> <br />and noting that the $84,000.00 reduction (in net local cost) in the proposed school <br /> <br />budget is not a "cut" but, rather, yet allows for a substantial increase in 1982-83 <br /> <br />school expenditures over those for 1981-82. These members also noted that reductions <br /> <br />have already been made in other areas of City Manager Edmonds' recommended budget, <br /> <br />particularly with regard to his recommended cost-of-living pay adjustment of 8% for <br /> <br />City employees, now being reduced to 7%, as compared to the slightly-more-than 12% <br /> <br />proposed by the School Board for teaching personnel and the 8%-to-10% increase for <br /> <br />other school personnel. Mayor Greene also presented a prepared statement concerning <br /> <br />the proposed 1982-83 City Budget, as revised, which statement is hereinafter made a <br /> <br />part of these minutes. Vice Mayor Cole, however, urged his fellow-Councilmen to re- <br /> <br />consider their prior actions in reducing the City Manager's proposed budget as well as <br /> <br />the action reducing the 1982-83 net local cost of operating the City School System; <br /> <br />furthermore, Vice Mayor Cole advocated the adoption of City Manager Edmonds' initially- <br /> <br />recommended budget which, even with the proposed reduction in the City's 1982-83 real <br /> <br />estate tax rate, Vice Mayor Cole maintained can be adequately financed by usage of <br /> <br />surplus funds. <br />
