<br />TUESDAY <br /> <br />JUNE 8, 1982 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Barry A. Greene presiding, was held Tuesday, June 8, 1982, in the Courtroom <br /> <br />of Martinsville City Circuit Court, City Hall, beginning at 7:30 P.M., all members being <br /> <br />present, viz., Barry A. Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; <br /> <br />Henry C. Reed; and Francis T. West. <br /> <br />~ <br /> <br />After the invocation, Council approved--as recorded--the minutes of its special meeting <br /> <br />held May 24, 1982; its regular meeting held May 25, 1982; and its special meeting held <br /> <br />June 1, 1982. <br /> <br />Pursuant to duly-advertised public notices, Council conducted public hearings on (1) <br /> <br />the proposed 1982-83 City Budget, as revised. and (2) proposed usage of 1982-83 Revenue <br /> <br />Sharing funds. No citizen present commented in any way as to the proposed usage of said <br /> <br />Revenue Sharing funds; however, a number of citizens present spoke in support of the <br /> <br />City School Board's 1982-83 total budget request, alleging that Council's recent action <br /> <br />directing a reduction therein of $84,000.00 in net local cost for 1982-83 is too severe, <br /> <br />reflects a lack of confidence in the School Board's judgment, will adversely affect the <br /> <br />quality of education in the City School System, and will adversely affect the 1982-83 <br /> <br />pay scale for teachers (as adopted by the School Board). Citizens expressing these <br /> <br />points of view were: <br /> <br />1. Mrs. Linda Moore, 1606 Spruce Street, representing the Community Action Council; <br />2. Mr. Carlton L. Hankins, 307 Wren Court, Clearview School PTO Treasurer; <br />3. Mrs. Patricia Kotkin, 106 Dove Lane; <br />4. Mr. John W. Swezey, 1505 Whittle Road; <br />5. Mr. John R. McCraw, Jr., 1724 Meadowview Lane, a teacher; <br />6. Mr. Harry Davis, President of the Martinsville Education Association; <br />7. Mr. Charles R. Dameron, 808 Corn Tassel Trail; and <br />8. Mrs. Pat Dameron, 808 Corn Tassel Trail, also with the Community Action Council. <br /> <br />One other citizen, Mr. Robert N. Crockett, of 1007 Mountain Road, supported Council in <br />
