<br />~'.'." t; <br /> <br />TUESDAY <br /> <br />MAY 25, 1982 <br /> <br />Council heartily commended the City's administrative staff for its successful <br /> <br />administering and implementation of the UDAG Program Grant for water system improve- <br /> <br />ments, essentially completed, as set forth in the following report letter (dated May <br /> <br />14, 1982) from Ms. I. Margaret White, Area Manager of the Richmond (Virginia) office <br /> <br />of the U. S. Department of Housing & Urban Development: <br /> <br />This will confirm the results of our April 27 and 28, 1982 monitoring review <br />of the City's performance in implementing the Urban Development Action Grants <br />Program (B-78-AB-51-0107). The review, conducted by Ms. Alwyn C. Jennings, <br />Economic Development Specialist, and Mr. Charles A. Angelucci, Financial <br />Analyst, of the Area Office focused primarily on the areas in which previous <br />monitoring findings remained outstanding. An examination was made of the <br />City's Program records, and a site inspection was made of the UDAG-assisted <br />construction activities and of the facilities of the four private companies <br />not inspected during our prior visit. At various times during the visit, <br />interviews were conducted with the following persons: <br /> <br />Mr. J. Michael Grubbs, Assistant to the City Manager <br />Mr. J. Ronnie Minter, Commissioner of Revenue <br />Mr. Dwight Pemberton, Plant Manager, Pannill Knitting Company <br />Mr. F. L. Schuerman, Vice President/Chief Financial Officer, <br />American Furniture Company <br />Mr. Bob Black, Vice President for Manufacturing, American <br />Standard Homes <br />Mr. James Godbee, Vice President, Lacy Corporation <br />Mr. Smith Chaney, Head Engineer, Lacy Corporation <br /> <br />As indicated below, our review of the following Program areas revealed no new <br />findings, and that no previous findings remain outstanding. <br /> <br />PROGRAM PROGRESS <br /> <br />The City has drawn down 100 percent of the $3,090,000 Grant amount. <br /> <br />The UDAG-funded construction activities have been essentially completed, i.e., <br />grading and seeding at the water treatment plant remain to be finished. Although <br />the treatment plant remains in use at its prior capacity, continuous operation <br />of the plant at its expanded capacity is precluded until the State Health <br />Department grants approval. However, the City expects to complete the seeding <br />and grading and to receive the State Health Department Certificate within 60 <br />days (June 30, 1982). <br /> <br />PROGRAM PERFORMANCE REQUIREMENTS <br /> <br />1. New Private Investment <br /> <br />In response to our previous finding, the City now has secured evidence of <br />the private expenditures (vouchers, cancelled checks, audited statements) <br />and maintains that documentation on file.
