Wilson
C. C. & M. A. Donavant
L. D. Corns
J. E. Lawson
James M. Wilson
L. L. Lester, Jr.

High Bid
$ 25,110.00
$ 70,100.00
$ 300.00
$ 375.00
$ 510.00
$ 3,350.00
$ 99,745.00

In connection therewith, City Manager Edmonds recommended as follows:

1. The high bids, in the total amount of $99,745.00, be accepted;
2. The three parcels, for which no bids were received, be re-bid
at some appropriate time in the future; and
3. From the proceeds (above), $35,000.00 be placed in a currently-
established reserve fund for future purchases of land for the
City's Prison Farm.

Councilman West introduced a motion, which was seconded, to accept the foregoing

recommendations; however, in deference to concerns expressed by both Vice Mayor

Cole and Councilman Reed (who currently are serving as a special committee for the

promotion of industrial development) about disposing of the Smith Lake tract because

of its potential for industrial usage and (of) the Poor House Farm tract because of

its current usage by the Prison Farm and some uncertainty as to future plans there-

for, Councilman West withdrew his motion; whereupon, Council agreed to postpone

action on these bids pending further consideration thereon at its forthcoming May 25th

meeting. Meanwhile, Mr. James M. Wilson, high bidder for two of the tracts, indicated

his concern over Council's postponement of action on--and possible rejection of--his

bid for the Smith Lake property, for which he has plans for its development and which

(Mr. Wilson contended) could best be developed by private enterprise. On the other

hand, Mr. James W. Severt (of 1101 Corn Tassel Trail and President of Nationwide

Homes, Inc.) advised Council that, in his opinion, now is the most inopportune time to

dispose of City property and (that), some of these properties having been in the City's

possession for many years, the City should be in no hurry to sell them but should wait

for more favorable economic conditions.
