<br />TUESDAY <br /> <br />MAY 11, 1982 <br /> <br />- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Barry A. Greene presiding, was held Tuesday, May 11, 1982, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, as follows: <br /> <br />Barry A. Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; <br /> <br />and Francis T. West. <br /> <br />- <br /> <br />Following the invocation, Council unanimously approved--as recorded--the minutes of <br /> <br />both its special meeting and its regular meeting held April 27, 1982. <br /> <br />- <br /> <br />Pursuant to duly-published public notice, Council conducted a public hearing on pro- <br /> <br />posed "Cogeneration and Small Power Production Rules" required under the Federal <br /> <br />Public Utility Regulatory Policies Act of 1978 and (under) Order No. 69 issued by the <br /> <br />Federal Energy Regulatory Commission, at which hearing no citizen offered any comments, <br /> <br />suggestions, support, or opposition. The purpose of these rules, as explained to <br /> <br />Council, is to promote a more efficient use of electric enegery through inter-connection <br /> <br />arrangements between two or more qualifying generating entitites and, thusly, a con- <br /> <br />servation of fuels in the generation of electric energy. Upon motion, duly seconded <br /> <br />and unanimously carried, Council adopted said rules, subject to some minor revisions <br /> <br />thereto and/or the determination of certain factors yet to be supplied. <br /> <br />Council was informed that, pursuant to Council's authorization of March 9, 1982, duly- <br /> <br />advertised invitations for sealed bids (to purchase eight separate tracts or grouped <br /> <br />tracts of City-owned real estate) were subsequently issued and bid responses (for five <br /> <br />of these tracts) were received on April 27, 1982, with the high bids being as follows: <br />
