TUESDAY MAY 11, 1982 - The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor Barry A. Greene presiding, was held Tuesday, May 11, 1982, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, as follows: Barry A. Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis T. West. - Following the invocation, Council unanimously approved--as recorded--the minutes of both its special meeting and its regular meeting held April 27, 1982. - Pursuant to duly-published public notice, Council conducted a public hearing on pro- posed "Cogeneration and Small Power Production Rules" required under the Federal Public Utility Regulatory Policies Act of 1978 and (under) Order No. 69 issued by the Federal Energy Regulatory Commission, at which hearing no citizen offered any comments, suggestions, support, or opposition. The purpose of these rules, as explained to Council, is to promote a more efficient use of electric enegery through inter-connection arrangements between two or more qualifying generating entitites and, thusly, a con- servation of fuels in the generation of electric energy. Upon motion, duly seconded and unanimously carried, Council adopted said rules, subject to some minor revisions thereto and/or the determination of certain factors yet to be supplied. Council was informed that, pursuant to Council's authorization of March 9, 1982, duly- advertised invitations for sealed bids (to purchase eight separate tracts or grouped tracts of City-owned real estate) were subsequently issued and bid responses (for five of these tracts) were received on April 27, 1982, with the high bids being as follows:
