<br />.' <br />r:;c ~) t, <br /> <br />TUESDAY <br /> <br />APRIL 27, 1982 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Barry A. Greene presiding, was held Tuesday, April 27, 1982, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. <br /> <br />Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and <br /> <br />Francis T. West. <br /> <br />The meeting was opened with an invocation, following which Council unanimously <br /> <br />approved--as recorded--the minutes of its regular meeting held April 13, 1982. <br /> <br />Mr. Earl H. Jackson, of 1252 Lanier Road, appeared before Council and registered his <br /> <br />protest against what he described as a change of policy by the City, without suf- <br /> <br />ficient advance notice, concerning the City's requirement that City utility charges <br /> <br />must be paid within twenty (20) days from billing dates, or delayed-payment charges <br /> <br />will be assessed immediately thereafter, which policy change now means that the City <br /> <br />will assess such delayed-payment charges on mailed payments received after the <br /> <br />twenty (20) days, irrespective of postmark dates. City Manager Emonds informed <br /> <br />Council that, through a display-type advertisement in four separate and recent <br /> <br />issues of the Martinsville Bulletin, attempts were made to inform the City's utility <br /> <br />customers of this change, necessitated because of automatic features built into the <br /> <br />City's computer programs for utility billings and collections. Although Mr. Jackson <br /> <br />expressed a preference for the continued honoring of payments by mail within the <br /> <br />post-mark dates, he suggested that--if this is no longer to be done--the City <br /> <br />notify through appropriate means each of the City's utility customers of the change <br /> <br />and, meanwhile, credit each customer's account, whose payments (due April 20th but <br /> <br />received after that date) were postmarked on or before April 20th, with the amount <br /> <br />of penalty imposed, or with a refund of such amount to each such customer, where <br /> <br />identities of such customers are known to the City Treasurer. <br /> <br />Upon motion, duly <br />
