<br />243 <br /> <br />TUESDAY <br /> <br />APRIL 13, 1982 <br /> <br />--- <br /> <br />(d) To yell, shout, holler, hoot, whistle, or scream between the hours of <br />10:00 P.M. and 7:00 A.M., following, on any public street, alley, side- <br />walk, or parking lot or on any privately-owned street, alley, sidewalk, <br />or parking lot open to the public, except to summon aid in an emergency. <br /> <br />(e) To permit or allow any dog, animal, or fowl to bark, screech, scream, <br />or create noise in any residential district in the city between the <br />hours of 10:00 P.M. and 7:00 A.M., following. <br /> <br />(f) To emit from any loudspeaker or sound amplification equipment located <br />in or on any vehicle, trailer, airplane, or balloon any advertisement <br />or commercial message which can be heard outside of such vehicle, <br />trailer, airplane, or balloon by the unaided human ear. <br /> <br />--- <br /> <br />B. Nothing in this Section shall apply to the use of horns, sirens, or whistles <br />by police, fire, ambulance, or rescue squad personnel, to bells, chimes or <br />music sounded or played by churches or synagogues, to sounds made by fairs, <br />carnivals, circuses, expositions, or parades licensed by the city, or to <br />the use of outside loudspeakers during the daylight hours by licensed <br />auctioneers actually engaged in the sale of real property. <br /> <br />[ <br /> <br />Upon motion, duly seconded and unanimously carried, Council issued the following directive <br /> <br />and proposal concerning certain rules and standards for the City's Electric Utility System <br /> <br />in accordance with the Federal Government's requirements cited in said directive, which <br /> <br />calls for a duly-advertised public hearing thereon at Council's forthcoming May 11th <br /> <br />meeting and invites written public comment thereon until May 4, 1982: <br /> <br />The Council of the City of Martinsville, Virginia, hereby proposes the "Cogeneration <br />and Small Power Production Rules" (hereinafter "Rules") for the purpose of soliciting <br />public comment in writing, before a public hearing to be conducted on May 11, 1982, <br />in the Council Chambers of the Municipal Building, 55 West Church Street; and <br /> <br />Hereby authorizes the publication of notice advising of the availability of the <br />Rules and setting a period within which comments on the Rules will be accepted, <br />the closing date to be May 4, 1982; and <br /> <br />- <br /> <br />Hereby directs the City Manager to submit final Rules for the City of Martinsville <br />after consideration of the written comments presented prior to the public hearing <br />to the City Council by May 11, 1982, for adoption. <br /> <br />Pursuant to recommendations from the Martinsville Transportation Safety Commission, Council <br />unanimously authorized the filing of an application through the State Department of <br />Transportation Safety for 50% Federal funding of the total cost (of $4,700.00) of <br />acquiring a Kustom Signal KR11 Radar Unit and fifteen SL-20 Streamlights and Charger <br />for the City's Police Department, for the year beginning October 1, 1982. <br />
