In connection therewith, Mrs. Mabelle S. <br /> <br />King, Director of the City's Social Services Department, expressed her support of this <br /> <br />proposal "........provided the eligible people are screened so that those who are the <br /> <br />most in need of these services, particularly the elderly, are given priority". <br /> <br />Councilman Oakes expressed some reservations about the proposal as presented, in that <br /> <br />this service could include properties other than those owned by the elderly and/or <br /> <br />handicapped; whereas, Mayor Greene pointed out the benefits of energy conservation to <br /> <br />be derived therefrom but expressed opposition to the services being provided to owners <br /> <br />of rental properties, a probability Ms. Metts indicated as being remote. Upon motion, <br /> <br />duly seconded, to authorize a letter of official support by Council of the proposal, <br /> <br />Messrs. Cole, Greene and Reed voted in the affirmative; and Messrs. West and Oakes voted <br /> <br />against the motion. Accordingly, the motion was carried. <br /> <br />- <br /> <br />-- <br /> <br />As directed by Council from its March 9th meeting, City Manager Edmonds and City Attorney <br /> <br />Worthy, along with Commonwealth's Attorney J. Randolph Smith, Jr., presented a third <br /> <br />draft of a proposed ordinance which would amend Section 11-27 of the City Code in the <br /> <br />regulation of excessive and disturbing noises within the City, noting that certain <br /> <br />subsections of the previously-submitted second draft have been revised to respond to <br /> <br />points and concerns heretofore expressed by Council, (that) all language has been re- <br /> <br />moved that would regulate noises created by heat pumps, air conditioning equipment or <br /> <br />other such mechanical devices, and (that) the heretofore-proposed decibel regulations <br /> <br />have been eliminated. Mr. Michael Craig, of 712 Indian Trail, inquired as to his <br /> <br />recourse, either under the proposed ordinance or under other regulations, in seeking <br /> <br />abatement of certain objectionable conditions alleged to be existing (because of the <br /> <br />keeping of 37 dogs) at property adjacent to his rental property at 219 Park Street; <br /> <br />whereas, a Ms. Margaret Smith, referring to a letter she has written to members of <br /> <br />Council, emphasized the harmful effects noises can have upon the human ear and, too, <br />
