<br />;; :_, "1 <br /> <br />TUESDAY <br /> <br />MARCH 23, 1982 <br /> <br />Virginia) and described a proposed 50-unit apartment complex for the elderly (sponsored <br /> <br />by his clients) to be located on Salmon Street, in Martinsville, for which project an <br /> <br />application for mortgage insurance is being filed with the VNB Mortgage Corporation as <br /> <br />security for a loan of $1,813,400 under the National Housing Act and applicable FHA <br /> <br />regulations. Mr. Long indicated that, in his clients' opinion, there is a real need <br /> <br />in Martinsville for this type projectt an opinion concurred in by Mrs. John L. Mansont <br /> <br />active in the local Senior Citizens organization; whereas, Miss Jane English, while <br /> <br />not in disagreementt inquired as to why local interests do not undertake housing <br /> <br />projects in Martinsville. Also noted was the fact that the apartment complex project <br /> <br />would employ some 25-to-35 local people. On the other handt however, Mrs. Mabelle S. <br /> <br />King, Director of the City's Social Services Department, pointed out the possibility <br /> <br />that some of the residents of the complex, depending on their financial circumstancest <br /> <br />might qualify for adult-home care assistance and, accordinglYt could increase the <br /> <br />financial burden upon her departmental budget. Upon motiont duly seconded, and for <br /> <br />the purpose of the forthcoming "A-95" review of the proposed project by the West <br /> <br />Piedmont Planning District Commission, Council officially took a "No Comment" position <br /> <br />thereont the vote to take this position (rather than other available options, such as <br /> <br />approving or disapproving) being three for the motion (Messrs. Oakes, Reed and West, <br /> <br />who by their vote were not expressing opposition to the project)t one abstention (by <br /> <br />Mayor Greene, who expressed a preference for an expression of a more favorable position), <br /> <br />and one vote against the motion (by Vice Mayor Cole, a member of the West Piedmont <br /> <br />Planning District Commission, who expressed support of the project). <br /> <br />The Piedmont Seniors of Virginia, Inc., through its Executive Director (Ms. June Metts <br /> <br />Gay), informed Council that a tentative funding allocation of $8,429.00 is available <br /> <br />for the weatherization of homes within the City for the period April 1, 1982 through <br /> <br />December 31, 1982, and--by action of the PSOV's Board of Directors--the service now <br /> <br />being provided in Patrick and Henry counties can be extended to include the City of <br />
