<br />_1 <br /> <br />TUESDAY <br /> <br />FEBRUARY 9, 1982 <br /> <br />Except for some minor landscaping remaining around the Henry County Courthouse (off <br />the "square" in the downtown business area), City Manager Edmonds informed Council <br />that the authorized Downtown Streetscape Project has been completed and (that) the <br />Central Business District Commission will soon present its recommendations with <br />regard to yet-unauthorized improvements in the West Church-Fayette-Moss Streets area. <br />Meanwhile, Council commended the CBD Commission, the Public Works Department and its <br />Director, George W. Brown, the participating business firms, and all other persons <br />involved in the Streetscape Project for their cooperation and successful efforts in <br />bringing to a reality the improvements to the downtown business section, the <br />attractiveness of which has elicited many most favorable comments from both local <br />citizens and visitors from other cities. <br /> <br />Upon being informed by City Manager Edmonds that the water level of the Beaver Creek <br />Reservoir is but five feet and ten and one-half inches below the spillway, when only <br />a few months ago the level was in excess of twelve feet below the spillway, and with <br />appreciation expressed to the City's water consumers for their cooperation during the <br />recent water supply emergency, Council unanimously lifted the voluntary water <br />conservation measures invoked by Council on August 11, 1981. In connection with the <br />City's overall water supply situation, Council acknowledged receipt of a communication <br />from the Henry County Board of Supervisors reflecting that entity's actions at its <br />meeting held February 8, 1982, with regard to the proposed water agreement between <br />the City and the County of Henry, which Council agreed to consider in Executive <br />Session. <br /> <br />Brought forward from its January 26th meeting, Council acknowledged receipt of, and <br />discussed, a financial report (for the six-months period ended December 31, 1981) <br />prepared by Finance Director Richard D. Fitts, meanwhile commending Mr. Fitts for <br />his letter of transmittal (through City Manager Edmonds) thereon. In connection with <br />this computer-prepared financial report, Mayor Greene expressed his preference for <br />additional information to be supplied, such as a column listing income and expenses <br />for the same period during the preceding year, for comparative purposes, whereas <br />Councilman Oakes indicated a need for summary reports of revenues and expenditures. <br />Meanwhile, Mr. Fitts informed Council that, beginning with the next quarterly report, <br />he hopes to provide Council with fund balance sheets as well as with tab-indexing of <br />the computer-prepared report. <br />
