'.,1 <br /> <br />TUESDAY <br /> <br />FEBRUARY 9, 1982 <br /> <br />RE: PROJECT NO. 0650-120-101, PE-I0l, RW-201 <br /> <br />WHEREAS, by resolution adopted January 28, 1982, the Martinsville Transportation <br />Safety Commission urged Martinsville City Council and the Henry County Board of <br />Supervisors to request the Virginia Highway Commission, as follows, to: <br /> <br />1. Proceed immediately and finalize the new road alignment of Spruce <br />Street for the entire project from Prospect Hill Drive to the east <br />corporate limit line; and <br /> <br />2. Construct at the earliest possible date a segment of the Spruce <br />Street project beginning at Prospect Hill Drive and extending <br />southeastward to Spruce Street at a point approximately 450 feet <br />east of Corn Tassel Trail between Stations 184 + 25 and 143 + 00, <br />as shown on plans fo said project; and <br /> <br />WHEREAS, Martinsville City Council, having duly considered this resolution, <br />unanimously accepted same and expressed concurrence therewith at its <br />regular meeting held February 9, 1982; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this 9th day of February, 1982, that it hereby <br />urges the Virginia Highway Commission to proceed immediately and establish <br />the new road alignment for the entire Spruce Street project length and, <br />also, to construct at the earliest possible date that segment of the <br />project hereinabove described; and <br /> <br />BE IT FURTHER RESOLVED by said Council that a copy of this resolution, along <br />with a copy of the Martinsville Transportation Safety Commission's aforesaid <br />resolution, be forwarded to the Virginia Highway Commission. <br /> <br />In connection with the foregoing project and subject matter, questions were raised <br />as to what disposition or usage will be made of the present Spruce Street, which <br />lies in both the City and Henry County; and, as to the priority now established for <br />this project (to be funded by Federal-State-Local monies) in contrast to that once <br />established for the Mulberry Road Extension project (to be funded only by State and <br />local monies), and the adverse effect thereon by the curtailment of Federal and <br />State funds. <br /> <br />In reporting on the status of plans to expand the City's Wastewater Treatment <br />(Sewage Disposal) Plant, City Manager Edmonds informed Council that the Henry County <br />Public Service Authority's response on January 25, 1982 to the City's expansion <br />proposal (submitted to the PSA on September 8, 1981) indicates that the Authority <br />
