<br />TUESDAY <br /> <br />FEBRUARY 9, 1982 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br />with Mayor Barry A. Greene presiding, was held Tuesday, February 9, 1982, in the Council <br />Chamber, City Hall, beginning at 7:30 P.M., all members--with the exception of <br />Councilman Henry C. Reed, who was away from the City--being present, viz., Barry A. <br />Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br />meeting held January 26, 1982. <br /> <br />Subject to continued usage of his personal car in the performance of certain duties <br />performed when he was Chief Deputy Commissioner of the Revenue, Council authorized <br />the payment of $25.00 per month to Mr. J. Ronnie Minter, Commissioner of the Revenue, <br />for the use of his personal automobile in the performance of said duties, as out- <br />lined in his request dated February 2, 1982. <br /> <br />Upon recommendation of Mr. Rayford B. Smith, Architect & Professional Engineer, <br />Council unanimously accepted the bid submitted by Bennett-Nichols Construction <br />Company for the relocation of the City Hall drive-in window and for certain <br />renovations to the Treasurer's office in City Hall, said bid being the lowest of four <br />submitted and in the amount of $23,919.00, to which cost is to be added the architect's <br />fee (of 8%) in the amount of $1,913.00, for a total project cost of $25,832.00, funds <br />for which were appropriated from General Fund surplus. <br /> <br />Council placed on first reading, for scheduled adoption at its forthcoming February <br />23rd meeting, a proposed ordinance which would amend and update the City's current <br />minimum criteria, standards and guidelines (in accordance with State requirements) <br />for the control of soil erosion, sedimentation and land-disturbing activities. <br /> <br />Upon recommendation of the Martinsville Transportation Safety Commission, as <br />encompassed in its resolution adopted January 28, 1982, Council unanimously adopted <br />the following supportive resolution requesting the Virginia Highway Commission to <br />proceed, as outlined therein, with the proposed Spruce Street consttuction project: <br />
