<br />~ (,,0 <br /> <br />TUESDAY <br /> <br />JANUARY 12. 1982 <br /> <br />BacklZro1l11d: <br />In 1944 the City purchased approximately 238 acres of land for the <br />purpose of providing a municipal airport for the area. A small <br />airstrip was constructed and used by privately-owned aircraft for a <br />number of years. In the early 60'S, the City and County govern- <br />ments, recognizing the ne~ for industrial growth in the area, <br />expressed interest in developing the airport property into a planned <br />indwrtrial park. In an effort to provide the improvements and <br />services required in developing the property, assistance was solicited <br />from various sources, including the Virginia Department of Highways, <br />Appalachian Power Company and the N & W Railway. Studies were made by <br />City through its consultant of methods by which water and sewer <br />service could be provided for the park. The Industrial Development <br />Department of the N & W Railway cooperated by preparing a development <br />plan for the park, showing the general location of access roads, rail <br />facilities and subdividing the property into 10 tracts, varying in <br />acreage. This document, dated April 12, 1962, is still considered to <br />be the development plan and has been used as a guide in improving the <br />property. The railroad company further agreed to extend, at its cost, <br />a spur line to provide rail service to the various sites within the <br />park. The Department of Highways and Transportation, at its cost, <br />constructed an industrial access road from Highway 641 to the <br />approximate center of the park, terminating at Continnntal Can <br />Company. An extension of this access road will be required in the <br />future to serve other property within the park. <br /> <br />In May, 1962, the City Council agreed to extend water and sewer lines <br />into the park, including the construction of a water storage tank. <br />These facilities have provided the base for development within the area. <br /> <br />Policy: <br />The following shall govern the sale, development and use of the <br />property within the Industrial Park. <br /> <br />Develooment Plan <br /> <br />A plan prepared by the Industrial Development Department of the N & W <br />Railway Company, dated April 4, 1962, showing a general arrangement of <br />plant sites, railroad lead tracks and access roads shall serve as a <br />guide in the overall sale of sites and development of the park. The <br />size and configuration of these sites may be altered by the City <br />Council, depending upon the specific needs and requirements of <br />industries desiring to purchase and develop land within the park. Any <br />alteration in the plan shall include reservations for access roads and <br />utility easements required to provide service to the park. <br /> <br />Land Use Restrictions <br /> <br />All land shall be limited to use by industries involved in manufacturing <br />
