<br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia,
<br />
<br />with Vice Mayor William C. Cole, Jr., presiding in the absence of Mayor Barry A. Greene
<br />
<br />(who was away from the City), was held Tuesday, January 12, 1982, in the Council Chamber,
<br />
<br />City Hall, beginning at 7:30 P.M., all members--with the exception, as noted, of Mayor
<br />
<br />Greene--being present, viz., William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C.
<br />
<br />Reed; and Francis T. West.
<br />
<br />Following the invocation, Council presented awards to a number of City employees who,
<br />
<br />as of December 31, 1981, had completed five-year increments of employment with the City.
<br />
<br />Council also presented tokens of appreciation to several employees who retired as of
<br />
<br />December 31, 1981 and, in addition and by resolution, recognized Mr. Deward B. Hanel,
<br />
<br />who retired on December 31, 1981, after having served continuously as the City's
<br />
<br />Commissioner of the Revenue since January 1, 1966; and, also by resolution, Council
<br />
<br />recognized Mr. James L. Carter, who retired as City Sheriff on D...mber 31, 1981, having
<br />first been employed by the City on May 1, 1933 as a deputy in the City Treasurer's
<br />office and serving in this capacity until he became City Sergeant (an office which later
<br />became City Sheriff) on January 1, 1946, from which latter date Mr. Carter served con-
<br />tinuously as City Sergeant/City Sheriff until date of his retirement. Then, City Manager
<br />
<br />Edmonds introduced Mr. Leon Towarnicki as the City Engineer, effective January 1, 1982,
<br />
<br />replacing Mr. Phillip T. Henry who succeeded Mr. Donald W. Richardson, retired, as
<br />
<br />Superintendent of the Water Resources Division of the Public Works Department some months
<br />
<br />ago.

<br />Upon motion, duly seconded and unanimously carried, Council approved--as recorded--the
<br />
<br />minutes of its special meeting held December 21, 1981 and of its regular meeting held
<br />
<br />December 22, 1981.
