Mr. Copenhaver, furthermore, alleged that the <br /> <br /> <br />extending by Council of the life of the present in-City franchise, plus the fact that <br /> <br /> <br />Martinsville Cablevision is already serving some 4,000 customers in Henry County <br /> <br /> <br />.......would sabotage our efforts in the County, since it would give Martinsville <br /> <br /> <br />Cablevision an opportunity to upgrade its services in the most desirable sections <br /> <br /> <br />of the County." In response, members of Council individually and cOllectively <br /> <br /> <br />reaffirmed Council's acceptance of its special committee's report and recommendations <br /> <br /> <br />on this matter at Council's December 8th meeting, for the reasons set forth by the <br /> <br /> <br />committee, as well as rejected Mr. Copenhaver's contention that the awarding of CATV <br /> <br /> <br />franchises by both jurisdictions (i.e., the City of Martinsville and the County of <br /> <br /> <br />Henry) and cablevision service to the citizens of both jurisdictions are inter- <br /> <br /> <br />related. Accordingly, Council's December 8th action, including the calling for a <br /> <br /> <br />duly-advertised public hearing on the proposed amendments to the current cablevision <br /> <br /> <br />franchise ordinance (as prepared by City Attorney Worthy) to be conducted at <br /> <br /> <br />Council's forthcoming January 12th meeting, was sustained. <br /> <br />Council unanimously adopted a 1982-83 budget development calendar, including some <br />variation therefrom for the City School Board's budget development, as proposed and <br />recommended by City Manager Edmonds. <br /> <br />-- <br /> <br />Council took under advisement, for consideration in January of 1982, Appalachian Power <br /> <br /> <br />Company's revised Public Authority Rate Schedule, proposed to become effective on <br /> <br /> <br />January 1, 1982, which--according to Appalachian--will increase its electric service <br /> <br /> <br />rates to governmental entitites (for public use facilities) an average of 38%; however, <br /> <br /> <br />according to the findings of a special committee of the Virginia Municipal League and <br /> <br /> <br />the Virginia Association of Counties, said revised rate schedule would represent a 67% <br /> <br /> <br />increase, with the committee concluding that a 13% increase in base rates (excluding <br /> <br /> <br />fuel costs) would produce a fair return to APCo. Accordingly, Council took no action <br /> <br /> <br />with regard to executing a contract with Appalachian Power Company for service under <br /> <br />APCo's revised PA Tariff. <br /> <br />Council unanimously approved a POlicy-Operating Manual for the City's Prison Farm, as <br /> <br /> <br />developed by City Manager Edmonds, which will assure compliance with certain standards <br /> <br />as well as provide written policies and procedures under which the Prison Farm is to <br /> <br /> <br />function in the future. <br />
