<br />" <br /> <br />Exhibit A <br /> <br />" <br /> <br />CITY OF MARTINSVILLE <br /> <br />NOTICE OF PUBLIC HEARING <br /> <br />PROPOSED CHARTER AMENDMENTS <br /> <br />r--. <br />.J <br /> <br />Pursuant to applicable statutes, notice is hereby given of a <br />public hearing to be conducted by Martinsville City Council <br />at its regular meeting scheduled for Tuesday, December 22, <br />1981, in the Council Chamber, City Hall, beginning at 7:30 p.m. ~ <br />on the following proposed Charter changes (denoted by "strike- <br />overs" and/or italics) in the Charter of the City of Martinsville <br />for presentation to and enactment by the forthcoming 1982 <br />session of the Virginia General Assembly: <br /> <br />CHAPTER 1. <br />INCORPORATION, BOUNDARIES AND POWERS. <br /> <br />Sec. 2. Powers of the City. <br /> <br />; <br /> <br />(37) To make and enforce all ordinances, rules and regu- <br />lations necessary or expedient for the purpose of carrying <br />into effect the powers conferred by this Charter or by any <br />general law, and to provide and impose suitable penalties for <br />the violation of such ordinances, rules and regulations, or any <br />of them, by fine nm-e"eeediH-g--five-hund-l'eEI.-ticllars- not ex- <br />ceeding one thousand doUaY's or imprisonment not exceeding <br />twelve months, or both; the city may maintain a suit to restrain <br />by injunction the violation of any ordinance notwithstanding such <br />ordinance may provide punishment for its violation. The enume- <br />ration of particular powers in this Charter shall not be deemed <br />or held to be exclusive, but in addition to the powers enumerated <br />herein or implied thereby, or appropriate to the exercise thereof, <br />the said city shall have and may exercise all other powers which . <br />are now or may hereafter be possessed or enjoyed by cities under <br />the Constitution and general laws of this state not inconsistent <br />with this Charter. <br />
