<br />TUESDAY <br /> <br />DECEMBER 22, 1981 <br /> <br />- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br /> <br />with Mayor Barry A. Greene presiding, was held Tuesday, December 22, 1981, in the Council <br /> <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. <br /> <br /> <br />Greene, Mayori William C. Cole, Jr., Vice Mayori L. D. Oakesi Henry C. Reed; and Francis <br /> <br />T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held December 8, 1981. <br /> <br />- <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on <br /> <br />recently-proposed amendments to the City Charter, involving changes in--and updating <br /> <br />of--portions of Chapters 1, 6, and 13 (see copy of public notice and proposed amend- <br /> <br />ments made a part of these minutes by insert) of said charter. There being no <br /> <br />objections registered by any citizen to these proposed amendments, Council unanimously <br /> <br />(by motion, duly seconded) adopted the following resolution requesting the 1982 Session <br /> <br />of the Virginia General Assembly to enact said amendments and, further, directed City <br /> <br />Attorney worthy to transmit same to the City's General Assembly representatives for <br /> <br />presentation to--and enactment by--the 1982 Session: <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia (the "City") <br />has determined that it is in the public interest to amend the provisions <br />of Chapters 1, 6, and 13 of the City Charter; and <br /> <br />WHEREAS, in accordance with Section 15.1-835 of the CODE OF VIRGINIA of <br />1950, and as amended, notice of a public hearing to determine if the <br />citizens of the City desires that the City Council request the General <br />Assembly to amend the City Charter was published in the Martinsville <br />Bulletin, a newspaper of general circulation in the City, on December 11, <br />1981, which date was more than ten days before such public hearing; and <br /> <br />- <br /> <br />WHEREAS, such public hearing was held this 22nd day of December, 1981, <br />and the City Council now desires to request that such amendments to the <br />City Charter be enacted in the 1982 Session of the General Assembly of <br />the Commonwealth of Virginia; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular meeting held this 22nd day of December, 1981, that: <br /> <br />1. The City Council herey approves the proposed amendments to <br />Chapters 1, 6, and 13 of the City Charter in the form attached <br />hereto as Exhibit A and hereby requests that the General Assembly <br />of the Commonwealth of Virginia amend the existing City Charter <br />in accordance therewithi <br />
