<br />.,......j 4) <br />>.,) <br /> <br />TUESDAY <br /> <br />NOVEMBER 24, 1981 <br /> <br />by conducting a series of public opinion surveys of elected officials and citizens to <br /> <br />ascertain a definition of issues critical to the success of merger/consolidation, by <br /> <br />assigning functional areas to subcommittees and, through education, creating an <br /> <br />informed body of citizens who are less reliant on consultants and who would be able <br /> <br />to complete a major portion of the project and would be able to carryon after the <br />study is completed. The cost of the services to be provided by Planning Management <br /> <br />Associates, a consulting firm selected by the Merger Study Committee from eight bidders, <br /> <br />would be $18,900.00, plus approximately ~1,100.00 for contingencies, one-half of which <br />to be paid by the City (for which funds have been budgeted) and one-half by the County <br />of Henry (which appropriated funds for its share on November 23, 1981). Upon motion, <br /> <br />duly seconded and unanimously carried, Council authorized the execution of the proposed <br /> <br />contract by City Manager Edmonds, on behalf of the City. <br /> <br />Council was apprised of the fact that some years ago, in the paving of the then-travelled <br /> <br />portion or path of Geter Street and, subsequently, in the installation of a gas line along <br />Geter Street by Southwestern Virginia Gas Company, the property of Mr. C. M. Harris on the <br /> <br />south side of Geter Street at or near its intersection with East Church Street was <br /> <br />encroached upon, for which the necessary right-of-way Mr. Harris, through his attorney <br />(Mr. A. L. Philpott), now asks in compensation the sum of $2,000.00, based on a recent <br />appraisal by Mr. Jesse D. Cahill, Realtor. Council was also apprised of the fact that, <br />this matter having been brought to the City.s attention by Mr. Harris in January of 1980, <br />Mr. Harris--by letter dated June 7, 1980--was willing to accept $1,200.00 as compensation <br />whereas two independent appraisals obtained by the City in March of 1980 placed the value <br /> <br />at $500.00 and $650.00; and, furthermore, unsuccessful efforts were made by the City <br /> <br />administration to resolve this matter with Mr. Harris. Upon motion, duly seconded and <br /> <br />unanimously carried, Council referred this matter to City Attorney Worthy with authority <br />to negotiate a settlement with Mr. Harris.
