<br />TUESDAY <br /> <br />NOVEMBER 24, 1981 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor Barry A. Greene presiding, was held Tuesday, i~ovember 24, 1981, in the Council Chamber, <br />City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. Greene, Mayor; <br />William C. Cole, Jr., Vice Mayor; L. U. Oakes; Henry C. Reed; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />-- <br /> <br />held November 10, 1981. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on an <br /> <br />application for a Special-Use Permit, as filed by the Piedmont Trust Bank for occupancy <br />and usage of the M. R. Schottland Estate property at 215-217 Starling Avenue by the <br /> <br />Piedmont Arts Association. Representing the applicant was Mr. Douglas Ramsey, Trust <br /> <br />Officer of the Piedmont Trust Bank; and, representing the Piedmont Arts Association were <br /> <br />Mrs. Bonny Edmonds, member and Public Affairs Uirector, and Mr. George R. Gautsch, Attorney <br /> <br />at Law and member-Counsel. There being no objections to the requested issuance of the <br /> <br />permit, Council--upon motion, duly seconded and unanimously carried--directed the issuance <br /> <br />of said permit in accordance with the Planning Commission's report thereon dated October 20, <br />1981, recommending Council's approval of the application subject to the following conditions: <br /> <br />- <br /> <br />1. Any catering service at the site location will comply with a written pOlicy <br />(made a part of the Commission's report); <br />2. No application shall be filed for an ABC license by a catering service for <br />the Piedmont Arts Association; <br />3. A charter member of the Piedmont Arts Association shall be in attendance <br />at any catered event at the location (i.e., 215-217 Starling Avenue); and <br />4. A minimum of forty-eight (4cl) off-street parking spaces will be constructed <br />and made available for Piedmont Arts Association functions. <br /> <br />Mr. William F. Franck, Chairman, and Mr. George B. Adams, Jr., Co-Chairman, of the City- <br /> <br />County Merger Study Committee, appeared before Council and recommended approval and execution <br />of a proposed contract with Planning Management Associates (and John McNair & Associates), <br />of Newport News, Virginia, by which Planning Management Associates will assist the Merger <br />Study Committee by examining the rough costs of a variety of merger/consolidation options, <br />
