<br />) <br /> <br />TUESDAY <br /> <br />NOVEMBER 10, 1981 <br /> <br />within the City as set forth in the City Thoroughfare Plan shall <br />be designed and constructed by the Virginia Department of Highways <br />and Transportation. Upon satisfactory completion of such projects <br />and after acceptance by the City, the maintenance of such facilities <br />shall be the responsibility of the City. The Department's <br />policy shall govern the acq~isition of needed storm drainage <br />easements on private pl'operty. The design and scope of drainage <br />fa~illties to be constructed in these easements shall be as <br />determined by the Highway Department. The City shall, however, <br />offer advice as to the design of such facilities. <br /> <br />5. All street drains required which must be extended under fills into <br />private property to support a roadway will be extended by the City <br />to the toe of the street fill slope and maintained to that point <br />thereafter by the City. <br /> <br />6. Where the City determines it necessary to convey storm water through <br />interceptor drains to a natural drainage way and point of outfall, <br />the City will construct such interceptor drains only in the street <br />right-of-way or in easements secured from intervening property <br />owners. In either event the costs of such installations and main- <br />tenance thereafter shall be the responsibility of the City. <br /> <br />Council continued, for consideration at its forthcoming November 24th meeting, the pro- <br />posed appropriating of funds for--and the payment by the City of--an assessment in the <br />amount of $35,000.00 to the Municipal Electric Power Association of Virginia (MEPAV), of <br />which the City is a member, to continue and maintain the City's interest in the proposed <br />joint development (through MEPAV) of certain hydroelectric projects. <br /> <br />At the request of Vice Mayor Cole, Council discussed a proposal that Council adopt certain <br />appropriate policies to insure the continued development and promotion of the City's <br />Industrial Park which, thereby, might attract new industry and provide employment and <br />economic growth for the community. Supporting this proposal, by way of comments and <br />suggestions, were Mrs. Eliza Severt (Chairman) and Mr. Mark Henne (Executive Director) of <br />the West piedmont Planning District Commission, and Mr. Joseph D. Higgins, President of the <br />Martinsville-Henry County Chamber of Commerce. After receiving some historical data con- <br />cerning the acquisition by the City of the Industrial Park property (of some 240 acres, of <br />which some 151 acres remain undeveloped) and the initial planning for the development of <br />the property (in which planning the Norfolk & Western Railway Company played a major part, <br />assisted by the Appalachian Power Company), Council expressed its desire to cooperate with <br />interested agencies toward developing a current policy and updating plans for the orderly <br />
