<br />,. .' <br /> <br />TUESDAY <br /> <br />SEPTEMBER 29, 1981 <br /> <br />- <br /> <br />City Manager Edmonds, reporting on on-going efforts to secure short-term supplements to <br /> <br />the City's water supply, informed Council that: <br /> <br />1. As of September 29th, the level below the spillway of the City's Beaver <br />Creek Reservoir was twelve feet, whereas some eleven days prior it was <br />11~ feet; <br />2. The Henry County Board of Supervisors, on September 28, 1981, in response <br />to the City's renewed request, refused permission to obtain emergency water <br />supplies from Reed Creek separate and apart from the County's proposal made <br />a part of Council's minutes of meeting held September 1, 1981, stating that <br />the City Council has yet neither declared a water emergency for the City <br />nor instituted mandatory water conservation measures and (that) the Henry <br />County Supervisors consider its September 1st proposal to be in the best <br />interest of both the City and the County; <br />3. The City is tapping all feasibly-available water sources, including the <br />Lester Quarry; <br />4. Engineers' reports, dealing with the proposed development of long-term <br />water agreements between the City and the County of Henry (or its Public <br />Service Authority), should be available within the next week or two; and <br />5. On the basis of geologic studies recently made for the City by Mr. Adolph <br />U. Honkala, CPG, involving possible well sites along Little Beaver Creek <br />and Jones Creek, there has evolved a proposal to drill a well along Jones <br />Creek (at an estimated cost of $12,000.00), for which bids are currently <br />being invited. Council unanimously authorized City Manager Edmonds to <br />proceed therewith. <br /> <br />Councll was also informed that average daily water consumption in the City was 3.7 <br /> <br />million gallons during September, whereas during the preceding month of August it was <br /> <br />4.2 million gallons, reflecting real efforts on the part of local citizens and industry <br /> <br />to conserve water on a voluntary basis. Meanwhile, a number of citizens present spoke <br /> <br />to this matter, dwelling on long-term measures to secure adequate water supplies for the <br /> <br />City as well as the effect upon income and expenses (yet unknown) of on-going efforts <br /> <br />to supplement the City's water supply and, at some point, the effect upon the City's <br /> <br />water rates. <br /> <br />,- <br /> <br />City Manager Edmonds announced the appointment of George B. Lavinder as Tax Collection <br />Assistant, assigned to the City Treasurer's office effective September 28, 1981, a part- <br />time position authorized by Council on July 28, 1981; and, upon motion (duly seconded <br />and unanimously carried), Council appropriated from General Fund surplus the sum of <br />$6,529.00 for salary and expenses of the Tax Collection Assistant through June 30, 1982. <br /> <br />Council congratulated Councilman West upon his being elevated and elected to the <br />position of First Vice President of the Virginia Municipal League at the 1981 VML <br />Conference held September 20th-22nd. <br />
