~?,8

TUESDAY

AUGUST 11, 1981

1. From the Henry County Public Service Authority's Marrowbone
Water Treatment Plant -- 65,000 gallons per day to serve
only the City's water customers within the City's Industrial
Park, which the PSA has indicated it will make available to
the City at an estimated cost of 75~ per 1,000 gallons, a
ready access-connection being available to the City because
of the proximity of the PSA's line to the City's line, and
for which supply City Manager Edmonds indicated a formal
request is being prepared;
2. Existing well at City's present water treatment plant, the
reactivation of which entails primarily the installation of
a pump, readily available; and
3. From Reed Creek, in Henry County, on which a decision is
pending from the Henry County Board of Supervisors, it
being pointed out that, from recent stream-flow tests made,
this source is currently capable of producing 1,100,000
gallons of water, of which only 75% could be diverted to
City use and for which the City would use emergency equipment.

After some discussion, and upon recommendation of City Manager Edmonds, Council
authorized Mr. Edmonds to proceed immediately with these three projects. Mean-

while, Council acknowledged the presence of Dr. Wally L. Betton, Vice-Chairman

of the Henry County Public Service Authority, who indicated that the PSA desires

to assist the City in every way possible during the current emergency but, at

the same time, indicated that the PSA and the Henry County Board of Supervisors,

for assistance in their lorg~ange water-sewer planning and development programs,

desire a statement of intent from City Council assuring full support of the

City-County Merger Study Committee (which, as Councilman West pointed out, was

recently and unanimously initiated by City Council on his recommendation and

motion) and, further, that the City will proceed jointly with Henry County

toward meeting both jurisdictions' long-range water and sewer needs. In

response to the latter part of Dr. Betton's request, Mayor Greene noted--and

Council members concurred--that the City Council has no problem supporting

joint efforts to meet these needs but (that) a formal statement thereon by

the Council at this time appears premature in light of the on-going study of

this matter recently assigned by both jurisdictional bodies to their respective

administrators, acting as a joint committee for the two governing bodies.
