All residential customers shall through all appropriate <br />means be called upon and encouraged to employ reasonable <br />and prudent restraints and to voluntarily reduce their <br />normal usage by 15%. <br /> <br />D. A surcharge shall be levied as required on all non-residential, <br />institutional, commercial, and industrial customers served <br />through meters larger than 5/8", and computed as follows: <br /> <br />1. For each such customer, an average monthly consumption <br />shall be determined for the 12 months immediately <br />preceding the declaration of Condition 2. <br />2. This average shall be multiplied by 85%, which product <br />shall be considered the amount of water available to <br />that customer monthly at standard rates. <br />3. Any usage beyond such allocation shall be charged at <br />twice the normal rate for the duration of the period <br />declared to be of Condition 2. <br />4. Where prior consumption data is not available or incomplete, <br />estimated allocations shall be based on best data available <br />and as determined by the Superintendent of Water Resources. <br /> <br />Condition 3 - when the reservoir level is at least 15' but less than 20' <br />below the spillway overflow. <br /> <br />A. All water usages prohibited under Condition 2 shall remain prohibited; <br />and all car washes shall be closed, except those with their own wells. <br /> <br />B. No applications for new water connections will be accepted or approved. <br /> <br />C. A surcharge shall be levied as required on all residential customers <br />and computed as follows: <br />1. For each such customer, an average monthly consumption shall <br />be determined for the 12 months immediately preceding the <br />declaration of Condition 3. <br />2. This average shall be multiplied by 75%, which product shall <br />be considered to be the amount of water available to that <br />customer monthly at standard rates. <br />3. All usage beyond such allocation shall be charged for at <br />rates as follows: <br />a. $2.00 per 1,000 gallons of water used above the <br />allocation and up to the average of the previous <br />year's consumption. <br />b. $10.00 per 1,000 gallons of water used in excess <br />of the average of the previous year's consumption. <br /> <br />D. A surcharge shall be levied as required on all non-residential, <br />institutional, commercial and industrial customers, computed as follows: <br />1. For each such customer, the average monthly consumption <br />previously computed during Condition 2 shall be multiplied <br />by 75%, which product shall be considered to be the amount <br />of water available to that customer monthly at standard rates. <br />
