<br />j.O <br /> <br />TUESDAY <br /> <br />JULY 28, 1981 <br /> <br />into users' facilities; thus, City Manager Edmonds recommended against <br /> <br />this supply source for use beyond the Industrial Park. Present for this <br /> <br />meeting were representatives of several of the City's largest water users <br /> <br />who were briefed by City Manager Edmonds on July 24th on his proposed <br /> <br />water conservation plan, plus Mr. Blair Davis, owner-operator of Goodson's <br /> <br />Laundromat in the Patrick Henry Mall complex. Speaking to this matter and <br /> <br />describing the effects of reduced water supply were the following persons: <br /> <br />(1) Mr. Davis, who anticipated a seriously-adverse effect upon <br />his business if the water supply is curtailed; <br />(2) Mr. Dwight Pemberton, of pannill Knitting Company, Inc., <br />who suggested that the City not only develop a permanent <br />water emergency plan (to obtain emergency water supply at <br />any time in the future the City's regular source supply is <br />reduced) but also recommended that the City's current <br />approach to the water shortage be, first, on an immediate <br />basis (rather than the next three months as a short-term <br />plan), then on an interim basis, and finally on a long-term <br />basis. Meanwhile, Mr. Pemberton indicated that he will <br />strongly recommend to his management officials that they <br />immediately impress upon Henry County governmental officials <br />the City's current dire need for water from available sources <br />within Henry County as well as seek Henry County's every <br />cooperative effort to assist the City during the emergency; <br />(3) Mr. Clyde L. Britt, Executive Director of Memorial Hospital <br />of Martinsville & Henry County, who presented a letter on <br />behalf of the hospital and its Finance and Executive <br />Committees of the Board of Trustees, requesting an exemption <br />from the proposed water conservation plan, especially in view <br />of the fact that the hospital has just recently completed a <br />major expansion of its facility to meet growing health care <br />needs, plus a renovation of in-place facilities, all of which <br />require more personnel, more mechanical equipment, and more <br />laundry facilities to serve more patients and, consequently, <br />more water than was needed before the expansion-renovation. <br />Mr. Britt further indicated that, while conservation of water <br />and other resources have always been emphasized by the <br />hospital management, additional emphasis would be stressed <br />and, too, the hospital management would explore the feasibility <br />of drilling a well on hospital property to provide water for <br />the hospital's laundry, air-conditioning system, and boilers; <br />(4) Mr. Larry Deal, Manager of the local Coca-Cola plant, who <br />noted that approximately 83% of his firm's product consists <br />of water and, therefore, a reduction in water usage or supply <br />would seriously and adversely affect his business volume, <br />notwithstanding the fact that only recently his firm committed <br />itself to a contract requiring expanded production, which <br /> <br />-'"""'""'..---.--"""--.. <br />
