<br />" <br />-)\ <br /> <br />TUESDAY <br /> <br />JULY 14, 1981 <br /> <br />-- <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this fourteenth day of July, 1981, that <br />Paragraph E (Nonconforming Uses of Structures) of Section IV (Nonconformity) <br />ttthe Zoning Ordinance of the City of Martinsville, Virginia, be--and is <br />hereby--amended by the adding thereto the following as sub-paragraph 7: <br /> <br />- <br /> <br />7. Non-Conforming Uses of Structures and Land for Home Occupations: <br />If a permitted use of a structure and land in combination exists <br />prior to the effective date of this amending ordinance, or amend- <br />ments thereto, which would not be allowed in the R-16, R-6 and <br />R-6 Residential Districts under the terms of this ordinance or <br />its amendments, the existing use is hereby made non-conforming <br />by this amendment. The non-conforming use may continue for a <br />period of one (1) year from the first day of January following <br />the date the use became non-conforming. <br /> <br />Upon recommendation of Wiley & Wilson, Consulting Engineers, and as a result of this <br /> <br />firm's analysis of bids recently received for certain interim improvements to the City's <br /> <br />wastewater treatment (Water Pollution Control, i.e., sewage treatment) plant, meanwhile <br /> <br />noting that the currently-projected cost of these improvements, as hereinafter listed, <br /> <br />is some $291,000.00 more than estimated for planning purposes in December of 1980, <br /> <br />Council unanimously approved the awarding of contracts for the project cost, as outlined <br /> <br />as follows, subject to agreement by the Henry County Public Service Authority to share <br /> <br />by one-third in the cost (i.e., the additional cost, the PSA having already committed <br /> <br />itself to one-third of the originally estimated cost): <br /> <br />A. Study - Sludge Disposal Plan <br /> <br />$ <br /> <br />10,000 <br /> <br />.- <br /> <br />B. Engineering <br /> <br />(1) Design, evaluation of equipment <br />(2) Outside Consultants (Corrosion Study, <br />Subsurface Investigation) <br />(3) Construction Administration ($5,900) <br />and limited on-site project <br />observations ($6,000) <br />(4) Sub-Total <br /> <br />$115,000 <br /> <br />11 , 100 <br /> <br />11 ,900 <br /> <br />$ 138,000 <br /> <br />C.
