<br />TUESDAY <br /> <br />JUNE 23, 1981 <br /> <br />- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Barry A. Greene presiding, was held Tuesday, June 23, 1981, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members--with the exception of <br /> <br />Councilman Francis T. West--being present, viz., Barry A. Greene, Mayor; William C. <br /> <br />Cole, Jr., Vice Mayor; L. D. Oakes; and Henry C. Reed. <br /> <br />- <br /> <br />Prior to consideration of its regular order of business, Council presented plaques <br /> <br />to the following individuals in acknowledgment of the following: <br /> <br />1. George W. Brown, Assistant City Manager-Public Works Director, for <br />his chairmanship of the CBD Commission since its inception to the <br />point of its recent reorganization and for his leadership in the <br />development of the downtown business district, the success of which <br />Mr. Brown attributed to the splendid cooperation he received from <br />City officials and personnel, the downtown business firms and <br />property owners, and the public in general; <br /> <br />2. W. Holladay Yeaman, who will retire as Finance Director on June 30, <br />1981, after thirty-six and one-half years of service in this capacity. <br /> <br />Councilman Oakes, although present for a portion of the June 9th Council meeting but <br /> <br />not present when final action was taken by Council on the proposed 1981-82 City Budget, <br /> <br />as revised, went on record as being in accord with, and supportive of, the 1981-82 <br /> <br />City Budget, as adopted. <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved--as recorded--the <br /> <br />minutes of its regular meeting held June 9, 1981. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on <br /> <br />Martinsville Athletic Club's petition requesting the rezoning to C-3 Commercial of a <br /> <br />twenty-foot strip of land extending from Morgan Street to Commonwealth Boulevard, <br /> <br />being adjacent to petitioner's presently-zoned C-3 Commercial property along <br /> <br />Commonwealth Boulevard. There being no objections registered by any citizen to the <br /> <br />requested rezoning, Council unanimously accepted the Planning Commission's <br />
